Domiciliary Hostels and Lodging Houses

The Family and Children's Services Branch enters into agreements with the operators of domiciliary hostels to subsidize the stay of "eligible" residents. In order to enter into an Agreement with York Region, operators must have a license either as a "Home for Special Care" under the Ministry of Health and Long Term Care or as a "Lodging House" under the York Region Lodging House By-law. Lodging House licenses are issued annually and York Region staff regularly conduct monitoring visits to ensure compliance with both the By-law and the Agreement.

Facilities must meet the local municipal Zoning, Fire Code, Building Code, and Public Health requirements, and operators must provide proof of insurance. These requirements must be met before being inspected by York Region staff and considered for a licence and/or an agreement.
