Purchase of Service Request for 2011 Projects
The Regional Municipality of York is inviting eligible community agencies to submit proposals for community service projects that will be delivered to York Region residents in 2011. Successful proposals will be funded through the Region's Community Development and Investment Fund (CDIF) one year project funding stream.
No proposals are being accepted for Renewable Funding in 2011
CDIF Funding is available for community service projects with clear and measurable outcomes that fall under one or more of the following priority funding areas, and address identified service gaps.
- Employment Supports – projects that address barriers to employment and increase access to jobs for low income families in York Region.
- Family and Children's Services – projects that help prevent and reduce child poverty, promote attachment to the workforce or provide families and children with access to family-centred supports.
- Homelessness Programs – projects that help people get off the streets, prevent homelessness, or help those who are in emergency shelters move to permanent housing.
Within these priority areas, the CDIF strategy also funds agency capacity building, such as agency organizational development; equipment and technical developments of a minor capital nature; one time program setup costs; the development of fundraising and sustainability strategies; program evaluation costs and the development of core competencies (strategic planning, performance measurement and outcomes measurement or other relevant competencies). | |

This link will take you to the York Region Bids and Tenders page. In the search field of that page, type 'CDIF' and you will be taken directly to the CDIF Purchase of Service Request.
Note: It is important that agency information is correctly entered in the Bids & Tenders System registration. Failure to register or incomplete agency information may result in disqualification.

Questions received regarding the 2010 Purchase of Service Request
Q. Kindly clarify for us the meaning of.... "No proposals are being accepted for renewable funding in 2011"
A. CDIF does include 3-year renewable funding but this funding is only available every 3 years. Renewable funding was made available in the 2008 Purchase of Service Request for projects to receive 3 year funding for 2009, 2010 and 2011. As such, this funding is fully committed for 2011 and means that no additional renewable funding is available under the current Purchase of Service Request.
On page 5 of the Purchase of Service Request Guidelines under the heading Funding Available it says – This Purchase of Service is issued for the One-year CDIF Project Funding stream only. No proposals will be accepted for Renewable Funding in this Purchase of Service Request. Also, on page 5 under Funding Timeframe it clearly says that - Services funded through this Purchase of Service Request must be delivered within the 12 month period from January 1, to December 31, 2011. It is also outlined on page 13 under How to Apply for Funding that this Purchase of Service Request is to one-year CDIF funding.

| How to Submit a Proposal |

1. Review the CDIF Eligibility Criteria to ensure that your agency/organization is eligible to receive funding. See Is Your Agency Eligible to Submit a Proposal above.
2. Obtain a copy of the Purchase of Service Request Package, which includes a copy of the Guidelines and a copy of the Proposal Abmission Package. See How to Obtain a Copy of the Purchase of Service Request Package above.
3. Complete your proposal using the Proposal Submission Package provided. (Schedule templates are included in the package.) Your proposal package must include all schedules fully completed, along with the required attachments.
4. Submit six copies of your printed proposal to:

Newmarket, ON L3Y 6Z1 Completed proposals must be received at the Supplies and Services Branch, no later than Thursday September 16, 2010 at 1:00 pm. Misdirected or late submissions will not be recieved for whatever reason. |
