New Agency Development Fund (NADF)

In November 2008, York Regional Council approved the New Agency Development Fund (NADF) Strategy, to help build the capacity of new and emerging community-based social services agencies in York Region.

This important addition to the Region's strategic social investment in the community provides additional funding to new and emerging agencies, and assist their efforts in helping York Region's vulnerable residents.

NADF is intended to support the organizational development and capacity building activities of not-for-profit agencies and groups that have been in existence for five years or less at the time of application, whether incorporated or not.

Activities funded through the NADF Strategy include:

  • Activities that support the agency development
  • Program and service delivery costs
  • Resources including staff and program set-up costs
  • Limited funding for operational expenses
The 2010 Purchase of Service Request (PSR-10-03) for proposals is now closed.

Community Development and Investment Fund Strategy
 
The Community and Health Services Department manages municipal and provincial funding initiatives with the aim of enhancing community development in York Region. The Department's Community Development and Investment Fund (CDIF) Strategy is a regionally-approved way of purchasing community services from eligible community agencies in a fair, transparent and open way. The goal of the Strategy is to provide important community services to York Region residents.

Purchase of Services
We purchase community services from eligible community agencies annually, using a Purchase of Service Request process. The Purchase of Service Request is issued in late summer/early fall for projects to be funded in the following year. Through the Purchase of Service Request, we invite eligible community agencies to submit proposals for projects that deliver services to vulnerable residents of York Region. The goal is to provide community services to York Region residents through innovative programs delivered by agencies that:

  • Meet the criteria established in the CDIF Strategy
  • Are organizationally sound
  • Have strong partnering relations with other community service providers
  • Have the ability to achieve clear and measurable outcomes that support the Region's vision and the Department's mandate for community services
  • Can show how they will sustain the services (if the projects are multi-year) once the funding period ends.
Funding is available for projects with clear and measurable outcomes that address identified service gaps and also fall under one or more of the following priority funding areas:

  • Employment Supports – projects that address barriers to employment and increase access to jobs for low income families in York Region.

  • Family and Children's Services – projects that help prevent and reduce child poverty, promote attachment to the workforce or provide families and children with access to family-centred supports.

  • Homelessness Programs – projects that help people get off the streets, prevent homelessness, or help those who are in emergency hostels move to permanent housing.
 
Homelessness Partnership Initiative

The Purchase of Service Request for 2009-2011 projects closed May 31, 2009. Funding decisions were announced at the end of June, 2009.

York Region was designated as the "Community Entity", an organization that enters into an agreement with the federal government to access and contract the funds to the community. Funds are contracted to community agencies through a purchase of service request, according to community goals and priorities that are outlined in the "York Region Community Plan to Address Homelessness, 2nd update".

York Region Funders' Alliance
 
Funders Alliance The York Region Funders' Alliance is a network of national, provincial and regional funding bodies operating in York Region. The Alliance was established to help York Region, based non-profits and charities, determine which funder, or combination of funders, is the best match for their particular program or service, and to provide support in their search for funding. Through its Funders' Forums, Proposal Writing and other Workshops, the Alliance works with these organizations and agencies to help strengthen and expand their existing programs and services to residents of York Region.
