Recent Provincial initiatives dealing with growth management issues in Ontario have direct implications on the future growth management work Regional staff will need to undertake including:
  • Updated Forecasts
  • Land Demand/Supply exercise
  • A Vacant employment land inventory update (see Vacant Employment Land Inventory
  • Fiscal Impact Analysis
  • Extensive communication program
This report identifies the range of work required as a result of the province's efforts.  
 
 

The Region's first Transportation Master Plan (TMP) was approved by Regional council in June 2002.  The TMP is a thirty year planning document which identifies the road and transit infrastructure and polices required to support the Region to 2031.  The purpose of the December 2005 report was to inform Regional Council that Infrastructure Planning Branch was initiating a 5 year review of the Master Plan and presented the draft Terms of Reference for the update.
 
 

This report establishes the work plan components and timing of public information and engagement initiatives to accompany the Region's Growth Management work.
 
 

The purpose of this report is to provide an understanding of what the Provincial 40% intensification target means to York Region in terms of absolute numbers and built form and how this target can be achieved.
 
The Report:
 
introduces some of the issues related to the implementation of Provincial Growth Plan targets;
discusses the progress that has been achieved to date.
 

The purpose of this report is to provide a Sustainable Development Primer to assist in understanding the definition, meaning and importance of the sustainable development concept.  As well, the report proposes a high level work plan for moving York Region towards a more sustainable region, including the incorporation of a sustainable development theme into the ongoing and future Growth Management workplan.

This report, current to January 1, 2005, is part of on-going Regional work on Employment Lands in the Region, and provides:
  • an inventory of the supply of vacant employment land;
  • data on the rate of employment land consumption;
  • a supply/demand analysis.
As well the study:
  • identifies the quality of vacant employment land;
  • identifies employment land development trends to attract investment to the Region;
  • provides a basis for reviewing Regional Official Plan policies;
  • provides a basis for comment on recent Provincial initiatives.
 

This report summarizes the updated 2031 population, household and employment forecasts for the Greater Golden Horseshoe, released by the Province in January 2005.
 

This staff report updates the Region's Residential Intensification Opportunities Study to provide:
  • the level of residential intensification currently occurring in the Region.
  • an overview of the York Region Intensification Strategy in regards to measuring intensification, local municipal consultation, marketing, monitoring and reporting.
 
 
Growth Management Public Engagement - Update Report - September 20068
Regional Council at its meeting of June 22, 2006 received Clause 2 of Report 6 of the Regional Planning and Economic Development Committee discussing the results of the Phase 1 public engagement for Planning for Tomorrow, the Region's Growth Management work. One of the recommendations of that report was to report back at the September meeting of Planning and Economic Development Committee with the final results of the consultation.
 

Places to Grow – Final Growth Plan for the Greater Golden Horseshoe – June 2006 – September 20069
The purpose of this report is to:
• Advise Committee and Council of the key provisions of the final version of Places to Grow  
– The Growth Plan for the Greater Golden Horseshoe (GGH), released by the    
Province of Ontario on June 16, 2006.
• Advise Committee and Council of the municipal obligations outlined in the Places to   
Grow Plan.
• Identify the next steps to implementing Places to Grow as part of the Region's growth management exercise.
 
 
Growth Management Public Information & Engagement Process - Status Update (June 2006)

The purpose of this report is to advise Committee and Council of the results of the public information consultations on the Region's Growth Management Initiative undertaken during the spring of 2006.
 
Over the course of the spring, Regional staff conducted:
  • The Sustainable York Symposium,
  • Five public town hall meetings,
  • 8 meetings with special interest groups and
  • Conducted numerous interviews with local media
  • Partnered with local print media on a series of articles on growth
Among the key messages heard were:
  • Concern over the amount and pace of growth
  • Protection of our natural heritage is imperative
  • Intensification needs to be done carefully to ensure it is the right location
  • Need to maintain high quality of life enjoyed by the Region's residents
  • Need to ensure protection and use of Agricultural lands for food production
 
Towards Sustainability in York Region Advisory Group Final Report (June 2006)

The Towards Sustainability in York Region (TSYR) Advisory Group. was established to provide advice to York Region on how to make our Regional Official Plan more sustainable and suggestions for a Sustainable Infrastructure Strategy. The group met several times from September 2005 to April 2006 and made over 60 recommendations to the Region. Some of the key recommendations included:
 
  • Commit to becoming a leader in sustainability-based governance and decision making;
  • Complete a linked Natural Heritage System in consultation with local municipalities and conservation authorities; and,
  • Improve on sustainability monitoring and reporting.
Regional staff will integrate this advice, along with that from the Sustainability Symposium and public open houses, into the Region's Sustainability Strategy.
 
 

York Region Held the 'Towards a Sustainable Region" Symposium on March 3rd at the Kortright Centre for Conservation in Woodbridge. This forum, marked the launch of the Region's Growth Management Public Information and Engagement Program. The staff report identifies the general feedback and comments received from participants including:
 
  • Concerns about the amount, location and form of growth projected for the Region over the next 30 years.
  • need to develop a comprehensive definition of sustainable development for the region.
  • Culture, heritage, energy conservation and urban design must be part of sustainable municipal decision-making.
The Region will incorporate this feedback into the Regional Official Plan Review, Infrastructure Master Plan Updates and a Sustainability Strategy for York Region.
 
 
Planning for Tomorrow - Sustainable Growth Management and Public Engagement Update (March 2006) pft
This report provided an update for Committee and Coucil on the more detailed workplan including the "Towards a Sustainable Region Symposium" in March and the dates of the then upcoming public forums
 
 
Transportation Master Plan Update Consultant Selection (March 2006)

In December 2005, Regional Council decided to undertake a Transportation Master Plan Update, with the assistance of a consultant. This March 2006 report requests Council authorization to proceed with the hiring of the consultant firm of Marshall, Macklin Monaghan based on evalutation of their submission
 
 

This report provides a preliminary supply/demand analysis of vacant residential unit potential at the regional scale and is current to June 30, 2005

 

The inventory is a key component of the Region's Growth Management work in assessing the adequacy of the supply of residential lands in the Region.
