This report outlines the approach being undertaken by the Regional Planning and Development Services Department for developing a co-ordination framework for the Richmond Hill Centre/Langstaff Gateway Regional Centre and Provincial Urban Growth Centre (UGC). This work is being undertaken in collaboration with staff from the Towns of Richmond Hill and Markham, and neighbouring City of Vaughan. The Region, to support the implementation of the Regional Official Plan and as the approval authority for official plans, routinely works with local municipalities in the planning, review and approval of secondary plans and related issues for the Regional Centres and Regional Corridors.
York Region Draft Official Plan, Green Buildings Policies - September 2009 19
This report provides a review of the green building policies of the draft Regional Official Plan. The draft Regional Official Plan, which was endorsed by Regional Council for circulation in June 2009, includes policies which require that new buildings in York Region's new communities and Regional Centres and Corridors be constructed to LEED or "equivalent alternative" standards. Regional staff are exploring alternative equivalent standards with the local municipalities and the development industry that could result in refinements to policies in the draft Regional Official Plan.

This report:
• Provides information on the results of the Agricultural/Rural Review (Land Evaluation Area Review) Study undertaken to provide background information for the Regional Official Plan Update. • Recommends that Committee and Council confirm the LEAR Study Report and Mapping, undertaken by Planscape on behalf of the Region of York, as a background report to the Draft York Region Official Plan – June 2009. This report advises Council of staff comments made in response to the Environmental Bill of Rights Registry posting 010-6860 on Places to Grow - Simcoe Area: A Strategic Vision for Growth, June 2009, prior to the EBR deadline of September 2, 2009. These comments are appended to this staff report as Attachment 1.
Lake Simcoe Protection Plan - Draft York Region Official Plan Policies - September 2009 16
This report proposes a set of draft policies to bring the Draft York Region Official Plan – June 2009 into conformity with the approved Lake Simcoe Protection Plan. Since the Draft York Region Official Plan is currently released for public review and comment, it is anticipated that these policies can be reviewed and discussed at the same time, permitting their inclusion in the Draft Official Plan that goes forward for adoption by Regional Council in late fall 2009.

Provincial Transportation Infrastructure Requirements for "Places to Grow" - Status Update - September 2009 14
The purpose of this report is to:
• update Council on the progress of the various Provincially significant transportation infrastructure projects that are required to accommodate Provincial growth forecasts through Places to Grow within York Region, • reconfirm the transportation projects that are outstanding and required to meet the Growth Plan forecasts, and • provide a context for the draft Transportation Master Plan (TMP) update which will be finalized in Fall 2009. This report: 1. Introduces the Draft York Region Official Plan and recommends endorsement of the Draft Official Plan for release and public review and comment 2. Brings the Official Plan into conformity with Places to Grow- The Growth Plan for the Greater Golden Horseshoe and the Greenbelt Plan through a comprehensive process 3. Outlines the upcoming Public Information Sessions and local municipal Council briefings to discuss the Draft Plan, and 4. Directs staff to give notice for Public Information Sessions, the Open Houses and Statutory meeting required by the Planning Act. The release of this Draft document is one of the final steps in the Planning for Tomorrow growth management initiative commenced in 2005. Following adoption by Regional Council late in 2009 and approval of the document by the Minister of Municipal Affairs and Housing, the York Region Official Plan will conform to Places to Grow – The Growth Plan for the Greater Golden Horseshoe and the Greenbelt Plan and will integrate the approved Master Plan for Transportation and Transit and Water and Wastewater in the Official Plan.
