York Region will be hosting Public Open Houses and a Statutory Public Meeting on Regional Official Plan Amendment No 5. The purpose of this amendment is to update policies and mapping in the Regional Official Plan, 2010 for Wellhead Protection Areas, Intake Protection Zones, Significant Groundwater Recharge Areas and Highly Vulnerable Aquifer areas in York Region, to reflect new source water protection information. The Amendment applies to the whole of York Region.

On December 13, 2012, the OMB released an order approving Regional Official Plan Amendment 1 - Urban Expansion within the Town of East Gwillimbury. Click here to view the OMB Order. On March 5, 2013 the OMB issued an Order bringing ROPA 1 and 2 into force. Click here to view the OMB Order.

On July 11, 2012, the OMB gave partial approval to the York Region Official Plan 2010 through an oral decision.

On May 22, 2012 the sole appellant to ROPA 2 withdrew their appeal and ROPA 2 was approved. Click here to view the decision of the OMB and the approved ROPA 2.

On September 23, 2010, Regional Council adopted Regional Amendments 1, 2 and 3 which provide for expansions to the urban area in the white belt in the Town of East Gwillimbury, City of Vaughan and the Town of Markham respectively.

On September 7, 2010, The Regional Municipality of York received the Ministry of Municipal Affairs and Housing approval of the York Region Official Plan - December 2009, subject to a number of modifications.

Regional Planning and Economic Development Committee at its meeting September 8, 2010 endorsed the Regional Staff Report dealing with the Minister's decision. A copy of the staff report can be accessed here. The Minister's Decision (below) forms Attachment 1 to this Report. Modifications made to the Adopted Official Plan were endorsed by Regional Council in May 2010 and in June 2010.
On December 16, 2009, Council of the Regional Municipality of York adopted the York Region Official Plan - December 2009. The Adopted Official Plan can be accessed below. Also provided for the public's information is the Notice of Adoption required by Section 17(23) of the Planning Act.
The Adopted Official Plan differs from the Official Plan endorsed by Planning and Economic Development Committee on December 2, 2009 by a change to Map 1 that deleted the asterisks conceptually identifying "Potential Urban Expansion" locations in the Town of Markham.

In early 2009, Regional staff and Committee considered the benefits of proceeding with an updated Regional Official Plan. The Work Plan report was endorsed by Committee and Council in February 2009 and can be found here.
Since the Regional Official Plan was adopted and approved in the mid 1990's there have been many new Provincial planning initiatives (Greenbelt, Source Water Protection and Places to Grow, Metrolinx and Draft Lake Simcoe Protection Plan) that have fundamentally changed the way planning occurs in the south-central Ontario.
As well a number of important Regional initiatives have advanced including the Sustainability Strategy, the Master Plans for Transportation and Transit and Water and Waste Water, the Pedestrian and Cycling Master Plan, Natural Heritage Strategic Directions and Best Practices for New Communities, as well as Regional Centres and Corridors. Other initiatives at the local municipal level, including the adoption of Energy Star minimum standards and the impact of LEED development and official plan updates currently in an advanced state by a number of municipalities can be better integrated into the overall Regional Official Plan context if a new plan is undertaken.
In the opinion of staff, production of a comprehensive update of the Regional Official Plan will allow a more comprehensive approach to inclusion of these initiatives in the Plan than a series of amendments.
