On November 19, 2009, York Regional Council endorsed the Water and Wastewater Master Plan Update, the Region's water and wastewater servicing plan to the year 2031. The plan also provides an outlook for sustainable servicing to the year 2051. The Master Plan update makes more than 50 policy and program recommendations supporting sustainable water and wastewater servicing. The total gross cost for water and wastewater capital projects and supporting programs is approximately $6.6 billion to the year 2051. The final executive summary and main report for the Master Plan Update are available at the links below:
The Regional Municipality of York has completed its Transportation and Water & Wastewater Master Plan Updates. These Master Plans will guide the Region's infrastructure needs for water, sewers, roads and transit for the next 25 years and beyond. The Master Plan Update studies incorporate the Province's significant increases in population and employment forecasts, changes in land use planning and environmental policies, in addition to the Region's growth management initiative, Planning for Tomorrow. The Updates also integrate our sustainability objectives – to preserve and enhance our natural environment, economic vitality and healthy communities while providing safe, affordable and efficient transportation and servicing for the Region's residents and visitors. Public Consultation was a vital component of these studies, involving local municipalities, stakeholders, and residents at several key points during the study process. This process and the resulting Master Plans address the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessments for the projects identified in the Plans. The recommended policies and projects are based on the study findings and incorporate comments from the public and separate Technical Advisory Committees that included staff representatives from the Region, local municipalities, the Province and conservation authorities. The Draft Version of the Water and Wastewater Master Plan Update Report was presented at a Special Meeting of Council on May 28, 2009. Following Regional Council's authorization, the Draft Report was placed on public record for a minimum 30 day review. The public review period ended September 30, 2009. The recommendations contained in the Draft Report were also presented to the local municipal councils during the months of June through November, 2009. All stakeholder comments received during the public review period were addressed and changes incorporated in the draft final Water and Wastewater Master Plan Update Report which was presented to York Region's Planning and Economic Development Committee on November 4, 2009. The Notice of Study Completion is available at the link below.

York Region worked with the consulting team of Genivar and XCG to conduct the update in accordance with the Region's Triple Bottom Line Philosophy and Sustainability Strategy adopted by Council in November 2007. Environmental Assessment ProcessThe Water and Wastewater Master Plan Update study followed the Municipal Class Environmental Assessment master planning process. The study was conducted in two parallel streams: Technical Analyses and Public Consultation and took into account work from the Growth Management Initiative. The study examined and considered, where appropriate, best practices in master planning from other places around the world. It also considered the sustainability strategy adopted by Council in April 2008. Workshops were held to seek inputs from elected officials; stakeholders; outside experts; and municipal and agency staff. Public Information Centres and the internet were used to obtain feedback from the general public. |
