Planning Process
 
Any stakeholder, municipalities or government body can request an amendment to the Regional Official Plan. As well, the Region itself initiates Amendments to the Plan from time to time as the planning context changes and new policies or designations are needed. The ROPA Application Form can be downloaded online.
 
Fees for the application and for advertising are also payable when the application is submitted to the Region. A fee schedule may be accessed through the website. 
 

Regional Official Plan Amendment Application Process (Application initiated by Private Sector)

The flow chart described below is intended as a general guide to assist applicants in understanding the application and decision process. If you have specific questions or comments please call the staff in the Community Planning Branch of the Regional Planning Department. Note that fees are applicable to these applications.
 
 
Regional Approval Process for a Local Official Plan Amendment
Local Official Plan Amendments (OPA's) fall into one of two categories: Regionally significant or locally significant amendments. The latter are eligible for exemption from the Regional approval process.
This flow chart describes the approval process for Regionally significant local Official Plan amendments. Applicants should contact area municipal planning staff for a detailed description of their adoption/decision process. Note that fees are applicable to these applications.
 
 
 
Subdivision Approval Process - Draft Plan Approval Stage

In York Region the nine area municipalities are the approval authority for plans of subdivision submitted on or after March 28, 1995. York Region provides the area municipalities with its conditions of draft plan approval and a letter confirming the conditions have been met at the final approval stage.

The flow chart shown below is intended as a general guide to assist applicants in understanding the subdivision approval process in terms of Regional Planning input. Note that Regional processing fees are applicable to these applications.
 
 
Plan of Subdivision - Final Approval Stage

The onus is on the applicant/consultant to ensure the plan of subdivision receives final approval after receiving draft plan approval. The applicant/consultant is required to satisfy the conditions of draft plan approval prior to final approval. Regional Development Charges will be levied as part of the approval process.
