When Do I Need to Make a Submission to the Regional Municipality of York? Generally, the Regional Development Approvals Section needs to see any application that abuts a Regional Road, falls on existing or proposed Regional Transit Routes, or comes in close proximity to existing or proposed Regional Service Infrastructure such as storm, water and sanitary pipes, facilities or easements. Applicants are directed to make their submissions directly to the local municipality. Also, all new residential applications need to be reviewed by the Region for water capacity. Staff at the local municipality will direct the applicant to submit their application to the Region or submit to the Region on their behalf.
- Cover letter with the following:
· Owner Information (contact name, address, phone number, fax number and e-mail address)
· Lead Consultant Information (contact name, address, phone number, fax number and e-mail address)
· Lot, Concession, and Municipality (Municipal Street Address if available)
- Review Fee of $750.00 or 5% of the estimated cost of works within the Regional right-of-way, whichever is greater (must be a certified cheque made payable to Regional Municipality of York)
- Detailed Site Plan Drawing which should include:
· Key Plan and North Arrow
· Be in a Metric Scale
· Survey Information indicating current property lines, including existing property widening and reserves
· Topographic Information for the site including proposed and existing elevations for the centreline of the road, edge of pavement and property line
· The existing and proposed services, accesses, and utilities; and
· The location of accesses adjacent to and opposite the site in question
- Additional submission requirements may be requested after preliminary review which may include:
· Engineering Design Drawings for roadwork, underground services and grading
· Pavement Marking Drawings (existing and proposed)
· Electrical Traffic Signal and Illumination Drawings
· Permanent Signing Plans
· Traffic Control or Management Plans
· Stormwater Management and water and wastewater drainage
· Reference plans for property conveyance
· Traffic Impact Study
· Landscaping and Streetscaping Drawings
· Cost estimates
· Environmental Site Assessment
· Noise Study
· Erosion Control, Construction Access and Sales Office Drawings
What is an Engineering Review? The Engineering Review generally results from draft plan conditions of approval requested by the Transportation Services Department. It may also result from municipal infrastructure that is proposed to be within a Regional right-of-way. It is the mechanism whereby the Development Approvals Section ensures that any road works, servicing works, or grading along the private property/regional right-of-way conforms to Regional standards and requirements. Engineering review and approval is necessary in order to satisfy or clear conditions of draft plan approval. This clearance is required prior to registration of the plan for a subdivision.
What Are the Submission Requirements for an Engineering Submission? The engineering submission to the Development Approvals Section should include the following:
- Cover letter with the following:
· Owner Information (contact name, address, phone number, fax number and e-mail address); and
· Lead Consultant Information (contact name, address, phone number, fax number and e-mail address) ; and
· Lot, Concession, and Municipality (Municipal Street Address if available)
- Review Fee of $2000.00 (must be a certified cheque made payable to the Regional Municipality of York).
- Detailed Engineering Drawings which should include:
· Grading and drainage drawings
· Complete Water and Wastewater Servicing Plan identifying proposed connections to Local and Regional facilities
· Compete Utility Details (including Regional and Local underground services)
· Drawings Showing Proposed or Required Aboveground Improvements for the Regional Road (including existing services)
· Restoration Details for Areas of Regional Road impacted by proposed construction
· Erosion Control, Construction Access and Sales Office Drawings
· Landscaping and Streetscaping Details
· Cross-sections at 20m intervals across the full frontage of the site or across the full extent of works required on the Regional Road
- Additional submission requirements may be requested after preliminary review and/or as stated in the draft plan conditions which may include one or more of the following:
· Pavement Marking Drawings (existing and proposed)
· Electrical Traffic Signal and Illumination Drawings
· Detailed cost estimate for works required on Regional Road
· Permanent Signing Plans
· Traffic Management or Control Plans
· Reference plans for property conveyance
· Traffic Impact Study
· Water Modeling Study
· Headlight Screening Drawings
· Environmental Site Assessment
· Noise Study
What is a Traffic Control Plan and why does it have to be submitted to the Transportation Services Department? A Traffic Control Plan is a drawing indicating how the Owner or Owner's Contractor intends to control traffic while working in close proximity to or within a Regional Road. It is a mandated requirement resulting from amendments to the Occupational Health & Safety Act and Regulations – Construction Projects Regulation, 2000. The Transportation Services Department requires the traffic control plan to ensure that contractors are provided with the necessary information so that they may adhere to their obligations under the Occupational Health and Safety Act. The Regional Municipality of York requires that the Traffic Control Plan be submitted before construction may begin on or adjacent to a Regional right-of-way or road. The Ontario Traffic Manual Book 7 provides more detail for all scenarios for constructing in the public right-of-way.
Who is Responsible For Work within the Right-of-way of a Regional Road? If the development of the site requires that work be done within the Regional right-of-way the Owner/Owner's Contractor is responsible for all work required on both the private and public (Regional right-of-way) side of the property.
When Can I Begin Work on my Site? The following things must be in place before construction can begin on a site as required in the approval letter from the Development Approvals Section:
· Development Review Fee
· Letter of Credit or Certified Cheque Financial Security
· Certificate of Insurance (from the Owner on the Region's Insurance template)
· Traffic Control Plan
· Approval Letter and/or Approved Drawings from the Development Approvals Section
· Occupancy Permit (from Transportation Services Operations department)
· Notification of the Regional Construction Co-ordinator 48 hours before construction is to begin
· Land conveyance and encroachment agreement completed (if required)
