MINUTES OF COUNCIL

THE REGIONAL MUNICIPALITY OF YORK
 
November 20, 2003
 
Regional Council met at 9:40 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.
 
The following were present at this Meeting:

It was moved by Mayor Black, seconded by Mayor Bell, that Minutes of the Council meeting held on the 16th day of October 2003, with a Revised Page 1 as circulated, be confirmed.
Carried.
 
COMMUNICATIONS
 
Council then considered the following communication:
 
174      Canadian HIV/AIDS Awareness Week and
World AIDS Day

Ian Culbert, Director, Canadian HIV/AIDS Information Centre, October 9, 2003, requesting that York Region  proclaim November 24 – December 1, 2003 Canadian HIV/AIDS Awareness Week and December 1, 2003 World AIDS Day.
 
It was moved by Regional Councillor Frustaglio, seconded by Mayor Holec, that the communication be received and Council recognize Canadian HIV/AIDS Awareness Week and World AIDS Day, 2003.
Carried.
 
  
175      COMMITTEE REPORTS
 
Mayor Holec presented the following reports for the consideration of Council:
 
Report No. 12 of the Commissioner of Transportation and Works
Report No. 13 of the Commissioner of Transportation and Works
Report No. 14 of the Commissioner of Transportation and Works
 
It was moved by Mayor Holec, seconded by Mayor Cousens, that the reports be received and that Council resolve itself into Committee of the Whole to consider them.
Carried.
 
Regional Chair Fisch chaired the Committee of the Whole.
 
The Committee of the Whole rose after making the following recommendations:

Report No. 12 of the Commissioner of Transportation and Works be adopted with the following additional recommendation: [see also Attachment 1]
3. That a report be brought forward, at the same time as the report on infrastructure, that clearly illustrates how traffic flows will be handled.
 
Report No. 14 of the Commissioner of Transportation and Works be adopted with the following additional Recommendation: [see also Attachments 1 and 2]
6. That the Regional Chair correspond with all York Region M.P.'s and other stakeholders to enlist their support for reimbursement by the Federal Government for survey work, removal and disposal of trees and replacement costs as a result of the Asian Longhorned Beetle infestation.
It was moved by Regional Councillor Wheeler, seconded by Mayor Black that Council adopt the recommendations of the Committee of the Whole.
Carried.
 
176      BY-LAWS
 
It was moved by Mayor Young, seconded by Regional Councillor Frustaglio, that Bill 94 be introduced and approved in the form as noted on the Revised Agenda, and enacted as a By-law.

To authorize the temporary closure of 16th Avenue (Y.R. 73) in the Town of Markham

OTHER BUSINESS
 
177      Highway 404 Extension
 
It was moved by Regional Councillor Wheeler, seconded by Mayor Holec, that:
 
The Regional Chair be requested to conduct discussions and reiterate the position of Regional Council regarding the extension of Highway 404 to the newly-appointed Minister of Transportation.
 
Carried.
 
178      Hospital Development Charges
 
It was moved by Regional Councillor Wheeler, seconded by Mayor Holec, that the Commissioner of Finance and Treasurer review hospital development charges and report to the Finance and Administration Committee and Council on what action can be taken to provide for payment of these under the Development Charges Act.
 
Carried.
 
179      New Assessment Notices
 
Council requested the Commissioner of Finance and Treasurer to discuss the recent assessment notices with the Municipal Property Assessment Corporation (MPAC) with a view to determining what action, if any, MPAC is taking to communicate the effects of these notices and report back to Council on what action, if any, Council should take.
 
Carried.
 
180      Final Meeting of Council's Term—Concluding Remarks
 
Regional Chair Fisch expressed his appreciation to all Members of Council and Regional staff for their invaluable work in providing excellent service to the Region and its constituents over the past three years. Regional Chair Fisch cited the many accomplishments of Regional Council over the past three years. He thanked all Members of Council for helping to make the Region of York a leader in the GTA and for the privilege of serving them for the past three years as Regional Chair. Regional Chair Fisch further expressed his gratitude to all Regional staff for their hard work, dedication and professionalism.
 
Regional Chair Fisch paid particular thanks to outgoing Mayors Holec and Emmerson and to Regional Councillors Wong, Landon, Rosati and Humeniuk. He spoke of their involvement and their specific achievements in many areas and thanked them for their exemplary service to their communities and to the citizens of York Region.
 
Mayors Holec and Emmerson and Regional Councillors Rosati and Humeniuk thanked Regional Chair Fisch for his good wishes and expressed their thanks to all Members of Council and Regional staff for their dedication and support over the past three years.

181      CONFIRMATORY BY-LAW
 
It was moved by Regional Councillor O'Donnell, seconded by Regional Councillor Barrow, that the following by-law be enacted to confirm the proceedings of this meeting of Council.
 
By-law No. M-0699-2003-095
To confirm the proceedings of Council at its meeting held on November 20, 2003.
Carried.
 
The Council meeting adjourned at 10:55 a.m.
