Regional Council met at 9:32 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

 

The following were present at this Meeting:

9          MINUTES

It was moved by Mayor Young, seconded by Regional Councillor Heath, that the Minutes of the Council meetings held on the 23rd day of November, 2006 and the 7th day of December, 2006, be confirmed in the form supplied to the Members.

10        Chief Administrative Officer Mike Garrett Retirement

 

Regional Chair Fisch congratulated Chief Administrative Officer Mike Garrett on his upcoming retirement in April 2007 and thanked him for doing a terrific job that moved the Region forward in a very substantial way. Mr. Garrett expressed his thanks to the Regional Chair and Council and noted the excellent working relationship between staff and the Regional Chair and Council in York Region.

 

           

11        COMMITTEE REPORTS

 

Mayor Barrow presented the following reports for the consideration of Council:

 

Report No. 5 of the Commissioner of Finance

Report No. 6 of the Commissioner of Finance

Report No. 6 of the Commissioner of Transportation and Works

 

 

It was moved by Mayor Barrow, seconded by Mayor Emmerson, that the reports be received and that Council resolve itself into Committee of the Whole to consider them.

Carried

 

Regional Chair Fisch chaired the Committee of the Whole.

 

The Committee of the Whole rose after making the following recommendations:

It was moved by Regional Councillor Wheeler, seconded by Mayor Van Bynen, that Council adopt the recommendations of the Committee of the Whole.

12        BY-LAWS

 

It was moved by Regional Councillor Ferri, seconded by Regional Councillor Wong, that certain Bills be introduced and approved in the form as noted on the Revised Agenda, and enacted as By-laws.

It was moved by Mayor Young, seconded by Regional Councillor Wong that the 2007 Schedule of Council and Committee meetings be adopted as circulated, noting that the 2007 meeting of the Federation of Canadian Municipalities is to take place in Calgary June 1 to 4, 2007.

16        PRIVATE SESSION

 

It was moved by Mayor Barrow, seconded by Regional Councillor Ferri, that Council convene in Private Session, for the purpose of considering a personnel matter and a matter regarding security of municipal property.

Carried

 

Council met in Private Session at 10:00 a.m. and reconvened in Council at 10:45 a.m.

 

It was moved by Regional Councillor Ferri, seconded by Mayor Morris, that Council rise and report from Private Session.

17        Community Development and Investment Fund Strategy Request

            For Approval of Recommended 2007 Projects

(Report No. 5 of the Commissioner of Community Services, Housing and Health Services)

 

It was moved by Mayor Jackson, seconded by Mayor Van Bynen, that Council adopt Report No. 5 of the Commissioner of Community Services, Housing and Health Services, including the following recommendations:

 

1. Regional Council approve the community service projects (see Attachment 1) recommended for 2007 Purchase of Service (POS) contracts by the Community Development Investment Fund (CDIF) Evaluation Committee.

 

2. The Region enter into POS contracts with successful applicants as recommended by the Evaluation Committee, after due diligence verifications are completed, subject to review by Legal Services.

 

3. The Commissioner of Community Services, Housing and Health Services be authorized to allocate any new or related CDIF funds that may become available during the course of 2007 within the framework of provincial guidelines, the Community Funding Strategy, and Vision 2026.

18        CONFIRMATORY BY-LAW

 

It was moved by Mayor Scarpitti, seconded by Regional Councillor Wheeler, that the following by-law be enacted to confirm the proceedings of this meeting of Council.
