10  UPDATE - COMMITTEE PROCEEDINGS

 

The Planning and Economic Development Committee advises Council of the following matters having been considered by the Planning and Economic Development Committee with the following action:

 

 

ELECTION OF CHAIR AND VICE CHAIR

 

1. Mayor Young was elected Chair and Regional Councillor Wong was elected Vice Chair of the Planning and Economic Development Committee for 2007.

 

 

PRESENTATIONS          

 

2. Planning and Development Services Department Program Initiatives

Bryan Tuckey, Commissioner of Planning and Development Services, presented an overview of the Planning and Development Services Department and highlights of various program initiatives. Mr. Tuckey referred to success and accomplishments relating to: Sustainable Growth Management Initiatives; Vision 2026; Planning Integration; Master Plans; Spadina Subway Extension; York Region Economic Strategy; Human Services; Geomatics; and Priorities for 2007. Received.

 

Recent Amendments to Legislation Affecting the Region's Planning Issues

The Committee requested staff prepare a report for the February or March Committee meeting to inform Committee of any implications the recent amendments to the Municipal Act, 2001, the Planning Act, and the new Toronto Act, may have for the Region's planning issues.

           

3. Toronto and Region Conservation Authority, Terrestrial Natural Heritage System

 

John Waller, Director, Long Range and Strategic Planning, presented an overview of the Region's concerns relating to the Terrestrial Natural Heritage System strategy prepared by the Toronto and Region Conservation Authority (TRCA) and implications relating to the implementation of the Provincial Growth Management and Greenbelt Plans.

           

The Committee received the presentation and recognizing that the Strategy will be helpful in protecting the natural system, recommends that TRCA staff be requested to review the Region's concerns and meet with Regional staff before the Strategy is finalized.

4. James O'Mara, Director, Environmental Assessment and Approvals Branch, Ministry of the Environment, October 3, 2006, responding to the Region's letter relating to the Highway 427 Transportation Corridor Environmental Assessment.  Received.

           

5. David Caplan, Minister, Ministry of Public Infrastructure Renewal, December 12, 2006, responding to the Region's letter relating to the Southern Ontario Highway Program.  Received.

           

6. D. Gayle Wood, CAO, Lake Simcoe Region Conservation Authority (2.4MB), to The Hon. John Gerretsen, Minister of Municipal Affairs and Housing, September 25, 2006, regarding a resolution relating to the Inter-Governmental Action Plan (IGAP) and requesting endorsement by all member municipalities. Received and referred to staff for continued monitoring.

 

7. Kevin Wilson, Assistant Deputy Minister, Ministry of Natural Resources, December 20, 2006, to Dick O'Brien, Chair, Toronto and Region Conservation Authority,  regarding Terrestrial Natural Heritage System Strategy (2006) prepared by the TRCA. Received.

The Planning and Economic Development Committee adjourned at 2:50 p.m.
