Russell, The Solid Waste Management Committee began its meeting at 9:02 a.m. on June 4, 2008. TABLE OF CONTENTS [The following link opens a .pdf file of the Report] 1 MATERIAL RECOVERY FACILITY EXPANSION 2 UPDATE – COMMITTEE PROCEEDINGS The Solid Waste Management Committee advises Council of the following matters having been considered by the Solid Waste Management Committee with the following action: PRESENTATION [The following link opens a .pdf file of the Presentation] 1. Alec Scott, Manager, Waste Disposal, made a presentation regarding the status of the Dongara Pelletization plant. Committee received the presentation and requested that staff prepare a report to Committee in six months addressing the issues raised at the meeting. COMMUNICATIONS [The following links open .pdf files of the Communications] 2. P.M. Madill, Regional Clerk, Durham Region, May 8, 2008, relating to a resolution of Durham Council regarding 'Energy from Waste Site Liaison Committee Terms of Reference' and requesting that York Region Council approve a similar resolution. Committee received the communication and requested that staff prepare a resolution for consideration by Council at its meeting on June 19, 2008. 3. P.M. Madill, Regional Clerk, Durham Region, May 8, 2008, relating to a resolution of Durham Council regarding the 'Approval of Energy from Waste Air Emissions Criteria' and requesting that York Region Council approve a similar resolution. Committee received the communication and requested that staff prepare a resolution for consideration by Council at its meeting on June 19, 2008. 4. Association of Municipalities of Ontario, Alert No. 08/023, May 28, 2008, regarding 'Extending the Comment Period to June 30, 2008 re: The AMO/AMRC Discussion Paper on an Alternative Approach to Ontario's Blue Box Funding Model.' Committee received the communication and was advised that staff is preparing a report to Committee for September. OTHER BUSINESS 5. The Committee congratulated the Northern Six Municipalities for receiving the Sustainable Community Award in the waste category, and particularly for the green bin and blue box programs, which was presented at the Federation of Canadian Municipalities' (FCM) 71st Annual Conference and Municipal Expo held in PRIVATE SESSION 6. Committee resolved into private session at 10:40 a.m. to consider the following matters: 1. Private Report of the Commissioner of Environmental Services, May 20, 2008, regarding 'Municipal Hazardous and Special Waste Service Contract' – Security of Municipal Property. 2. Private Report of the Commissioner of Environmental Services, May 23, 2008, regarding 'Results of RFP No. WM-07-03 for the Design, Construction, Operation of a Facility to Process Organic Waste' – Security of Municipal Property.
