Introduction

York Region's Transportation Master Plan (TMP) was approved by Regional Council on June 27, 2002, to define a long-term transportation vision and integrated road and transit network plan that will support growth in York Region to the year 2031. The plan provides a framework upon which future transportation decisions related to the existing Regional road network can be made. The TMP also sets out policies and programs to support the long term vision and plan, and includes an implementation strategy and 5 Year Action Plan to meet future transportation needs. Implementation of the Plan will provide for the safe, efficient, and effective transportation of both people and goods in the Region.

Why is the Transportation Master Plan Needed?

York Region is one of the fastest growing regions in Canada and it is expected to continue to experience rapid growth during the next 20 to 30 years. This rapid growth has already strained its transportation system. Traffic congestion in many areas will degrade to unacceptable levels unless appropriate policies and plans are put in place now. A Transportation Master Plan is needed to ensure that future transportation needs for an integrated framework of regional roads, highways, local roads and transit services can be planed for and financed over the next 30 years.  This will assist the Region reach its goals of Sustainable Natural Environment, Economic Vitality and Healthy Communities, while providing safe, affordable, efficient and effective transportation for people and goods. The plan was approved by Regional Council on June 27, 2002 and is currently being reviewed as part of a 5 year update.

Scope of the Study

The TMP integrates transportation and land use planning and is founded upon the three Official Plan goals outlined above. The Plan supports the "Centres and Corridors" regional structure contained in the Region of York Official Plan, and "Making it Happen" - the York Region Centres and Corridors Study, and provides the basis for an update to transportation plans, objectives and policies of the Official Plan. The TMP also complements the Regional Growth Management Strategy and the current update of the Region's strategic plan - Vision 2026. The Transportation Master Plan also helps to define short-term (5-10 year) priorities and action plans, which form the first step towards that vision.

A Transportation Vision for York Region

Our purpose in producing a Transportation Master Plan for the next 30 years is to create a transportation system and supportive landuse design that will effectively accommodate growth by doubling transit use and provide more travel choice in order to better cope with traffic congestion while slowing the degradation of our environment caused by excessive automobile use.

The plan is based on an underlying Transportation Vision for York Region that we hope will result in 12 conditions to ensure a high quality of life for future generations:

  • employer based Travel Demand Management (TDM) initiatives;
  • reduced dependence on automobiles;
  • universal access to public transit;
  • integrated transit services and fares between GO, TTC and other GTA transit operators serving York Region;
  • transit accessible human services;
  • efficient and safe movement of goods;
  • efficiently used infrastructure;
  • infrastructure in a "state of good repair";
  • strong protection for the environment;
  • adequate funding sources; and
  • effective public consultation.
