Implementing the Plan
Given the magnitude of York Region's three-phase rapid transit initiative, and the immediate need to reduce traffic congestion, the Region decided to harness the capabilities of the private sector. This will speed implementation, increase efficiency, encourage innovation, share risk, provide the highest possible service standards, and provide access to new sources of revenue.
After an open, competitive process involving five bidders who responded to a public Request for Proposals (RFP), York Region entered into a
Public-Private Partership agreement with York Consortium 2002 to implement a state-of-the-art rapid transit network.
York Region Rapid Transit Corporation, a share capital corporation, was incorporated by York Region following implementation of new regulations under the Municipal Act that permit municipalities to incorporate share and non-share capital corporations. York Region Rapid Transit Corporation is consolidating implementation of Viva.
