Sewer Use Bylaw

York Region's Sewer Use Bylaw regulates all discharges into the sanitary and storm sewer systems. It outlines specific limits and controls the concentration of various substances such as heavy metals, toxic waste and nutrients that are being put into our regional sewers.
 
Industries are regularly tested to confirm compliance with the bylaw. Penalties for improper discharges range from a maximum of $25,000 to $100,000.

On November 17, 2011 Sewer Use Bylaw No. 2011-56 replaced
Sewer Use Bylaw No. S-0064-2005-009. 
 
The new Bylaw:
  • increases employee health and safety
  • reflects updated practices in sewer regulation
  • increases protection of the environment
  • further protects Regional and local infrastructure
As of January 2012, new dewatering fees, surcharge rates and environmental site assessment fees were put in effect under the Fees and Charges Bylaw.
 
Dewatering Fees and Surcharge Rates
 
If you are seeking approval to temporarily discharge water generated from dewatering activities to York Region's sewer system, you will need to submit a dewatering activity discharge approval application form.
 
If you would like to discharge overstrength surchargeable sewage into York Region's sewer system, you may apply to enter into a surcharge agreement with the Region. This agreement will set out the terms, conditions and time period that these discharges will be permitted for.

Food waste grinder ban
 
On November 17, 2012, new and replacement in-sink food waste grinders will be banned in homes and businesses in York Region.
 
Food waste grinders are devices installed beneath kitchen sinks for grinding food waste and are also called garbage disposals or garbage grinders.
 
Discharger Information Report
 
Industrial, commercial and institutional wastewater dischargers are required to provide discharger information to York Region. This information will be used to monitor facilities and their discharges to the Regional sewer systems.

Hauled Wastewater Program Policy
 
On May 1, 2012 a new hauled wastewater program policy will go into effect.
 
Haulers must register with York Region by May 31, 2012. The hauler registration fee for 2012 is pro-rated to $93.33.
 
The updated hauled wastewater disposal rate will be $73.65/1000 Imperial gallons ($16.20/m3) at both the Aurora Pumping Station and Sutton Water Pollution Control Plant.
 
If your York Region residence or business is not serviced by a municipal wastewater system, you may notice an increase in sewage hauling fees as a result of this program change.

Environmental Site Assessment (ESA) Request
 
Environmental Site Assesment (ESA) requests will disclose information about a property pertaining to sewer use and water resources
 
If you would like to request ESA information for a property, you will need to submit your request together with a fee of $125 per property to:
