Quality governance

They’re the group of seven – seven dedicated civilians who govern the York Regional Police. They’re appointed to the Police Services Board by Regional Council, and in some cases, by the Lieutenant Governor of Ontario. Committed to public safety, they ensure the citizens of York Region receive high quality policing. The Board encourages public participation, listens to concerns, and in consultation with the Chief of Police, maps out future plans for policing in the region. Smart growth involves smart policing.

Public consultation

The Board participated in 12 public consultation forums and in regular meetings of the Chief’s Community Council. Citizens were invited to voice their concerns about crime, police visibility, and recruitment. Their input is reflected in the Board’s 2002-2004 Business Plan.

In its commitment to customer service, the Board also provides information to the public through a brochure and web page.

Service delivery

Front-line services were restructured in 2001. The new service delivery begins in 2002 and will promote proactive, community-based policing. More officers will be on duty during peak hours. Officer safety and police visibility will be increased, and workloads will be more balanced.

The Board supported the creation of specialized units, including Hate Crimes, Proceeds of Crime, and Domestic Violence. In response to the September 11th tragedy, police intelligence resources were reinforced to protect citizens against terrorism.

Strategic leadership

In 2001 Mayor Margaret Black, Board Chair, spoke to future police leaders about positive Board-Chief relations. Her presentation was a part of an MBA-style executive training program at the University of Toronto. Mayor Black also spoke about the importance of a shared vision and ethical leadership at the Annual Conference of the Canadian Association of Police Boards in Saskatoon.

In 2001, the Board hosted a meeting of the 12 largest Police Services Boards in Ontario. Premier Mike Harris and Solicitor General David Turnbull attended and discussed issues, including anti-terrorism initiatives of the province. The Board also participated in the International Association of Chiefs of Police Conference in Toronto, which focused on combating terrorism at home and abroad.

The Board supported York Regional Police members in advancing their education and professional qualifications. They honoured many outstanding civilians and police officers for their heroic actions in the community.

Future directions

The Board has discussed the policing implications of population growth and urban development within the region. It is committed to meeting the challenges ahead and will continue to forge strong alliances between the police and communities.
