They aspire to be the benchmark of excellence in governance. They are driven to make a difference for the citizens of York Region. And they’re raising the bar of service delivery for the York Regional Police.

Seven citizens of York Region govern the York Regional Police. They are appointed by Regional Council or the Lieutenant Governor of Ontario.

At their first meeting in January, David Barrow, Regional Councillor for the Town of Richmond Hill, was elected Chair and Robert B. Callow, Provincial Appointee, was elected Vice-Chair. Joining the Board in 2002 was Danny Wheeler, Regional Councillor and Deputy Mayor for the Town of Georgina.


Goal: Respond to the threat of terrorism and organized crime.
Actions:
  • Created 18 positions, thereby increasing the ongoing intelligence-gathering capability of the York Regional Police.
  • Made a number of investigative and enforcement advances in the areas of outlaw motorcycle gangs; traditional organized crime; and Asian and Eastern organized crime.

Goal: Promote proactive, community-based policing.

Actions:
  • Early in 2002, the new front-line service system was implemented to promote proactive, community-based policing. The new system put more officers on duty during peak hours and increased police visibility and officer safety.
  • In June, Council approved the recommendation to purchase a new helicopter for the York Regional Police – the Eurocopter EC 120.
  • The Board supports the York Regional Police in their ongoing efforts to eradicate this lucrative organized criminal activity. Throughout the year, hundreds of marihuana grow operations in residential neighbourhoods were shut down by the York Regional Police.
Goal: Continue to meet the challenges of growth and diversity.
Actions:
  • Endorsed a York Regional Police Traffic Safety Strategy that focused on engineering, enforcement and education.
  • Supported the organization’s Recruiting with Vision Strategy which aims to increase the appeal of policing as a profession of choice amongst multicultural young people in York Region.

The Board selected a Chief of York Regional Police and two Deputy Chiefs of Police to provide inspired leadership in changing times to the York Regional Police.
Armand P. La Barge, a 29-year veteran of the York Regional Police, assumed his official duties as Chief of Police following his Swearing-In Ceremony on December 12, 2002.

York Regional Police Superintendents Bruce Herridge and Eric Jolliffe were also sworn in as Deputy Chiefs of Police. Together, they replaced retiring Chief Robert Middaugh, retiring Deputy Chief Terence Kelly, and Deputy Chief Armand P. La Barge.

The Board expects the new Executive Command to stay the course and achieve significant results for the people of York Region.
