As the theme for the 2002 Annual Report, The Regional Municipality of York embraces the strong message this slogan conveys. It is not merely words, but a way of life for Regional Council and our staff.

York Region experienced extraordinary success in 2002. Our milestones were achieved through ambitious planning, effective program and service delivery and sound fiscal management. Our accomplishments were enhanced greatly by working in partnership with our area municipalities.


Transportation remains the top priority of the residents and businesses of our Region. In 2002, Regional Council approved a 30-year Transportation Master Plan. At the same time, we constructed and strengthened our network of roads.

We approved the York Region Transit Five Year Service Plan – a plan that included more than $5 million in service improvements and upgrades to our Regional public transit system. And we took bold steps to create a rapid transit system with a private partner, including the commitment of $50 million to get our aggressive plans off the ground.

The importance of environmental protection continued in 2002. We completed the York-Peel Water Supply Agreement to help provide both current and future water requirements. The Region entered an environmental partnership with the Oak Ridges Moraine Land Trust; and, Regional Council approved new pesticide reduction guidelines for lands owned by the Region.

We have entered a new era of waste management with the closure in 2002 of the Keele Valley Landfill. We entered into agreements for waste disposal. At the same time, we continued our plans to construct a new material recovery facility and transfer station.

In 2002, Regional Council approved a Housing Supply Strategy that will provide a wider range of housing options for our residents. We became the first Regional municipality in Canada to become a Character Community. We established an interim Accessibility Advisory Committee to assist us in implementing the Ontarians with Disabilities Act. In addition, we created a Youth Advisory Committee that is becoming the voice of the Region’s youth.


York Region has a vision: Vision 2026. The strategic blue print takes a fresh look at our goals and plans. We are focused on creating strong, caring and safe communities. In 2002, this vision moved forward.

It is my privilege to work with a remarkably talented team that includes members of York Regional Council and all our dedicated staff. Together, we have accomplished many important goals and initiatives. Together, we will accomplish so much more.

York Regional Council in May 2002 selected York Consortium as the successful private partner for the York Rapid Transit Plan. A month later, we signed a formal agreement and continued to move forward on this exciting rapid transit proposal.   York became the first Regional Municipality in Canada to become a Character Community - an initiative taking roots across the Region.
