Our theme for this year’s Annual Report is Achieving Results Together. It is fitting since the report reflects our success as a Region, together.

Working together has taken on many forms, it has been the key to our success at the Region. We have worked together with Regional Council, our Regional Committees, our nine area municipalities, staff across various Regional departments and with community partners to achieve our goals.

The 2003 budget reflects our workplan and our commitment to the community to provide cost effective, valued services to our taxpayers. The $1.4 billion budget focused on major areas of public interest, such as police and public safety, transportation and transit, waste disposal and diversion throughout York Region.

We faced many challenges in 2003. The dedicated work of our staff helped us through the serious health issues presented by SARS, and an energy crisis created by the August “Black out.” Employees continue to demonstrate the ability to rise to the occasion and work together to do innovative and creative work each year.

We have remained focused on our Vision 2026 strategic plan to provide strong, safe, caring communities.

This year’s annual report provides a scan of our Regional Committees, programs and services. The results show we are making progress in protecting the environment, planning our communities, building our roads and ensuring the health and well-being of our residents.

I am privileged to work with such talented and dedicated staff. Together, we have accomplished many goals and have laid the groundwork for our community’s future. I look forward to all we will accomplish in the years to come.

York Region allocated $1.3 million towards the 2003 capital improvement plan for Regionally owned housing.

  York Council approved $67.2 million in social housing programs, including 244 additional rent supplement units and 80 additional emergency hostel beds
