In January, David Barrow, Regional Councillor, Town of Richmond
Hill, was elected Chair of the Police Services Board for the second
consecutive year. Also at its first meeting, Provincial Appointee
Ricky Chan of Markham was elected Vice-Chair.
In February,
the Board congratulated Board Member Mario Cortellucci who was awarded
the Order of Ontario, the provinces most prestigious official
honour, for his volunteer work in the community and his various
fundraising efforts.
At its September
meeting, Mr. Chan announced that he was leaving the Board after
six years of dedicated service. The Board elected Danny Wheeler,
Regional Councillor and Deputy Mayor, Town of Georgina, as its new
Vice-Chair.

The
Board proposed a new initiative to sensitize new recruits to
the diverse community in York Region. The Recruit Community
Insight Program was established in partnership with various
multicultural communities in York Region. |

The
Board participated in a Special Canadian Citizenship Court to
commemorate Black History Month. |
 |
From
monies forfeited to the Board under the Police Services Act,
the Board donated $50,000 toward the purchase of an Amphitheater
at the Community Safety Village of York Region where thousands
of children will learn how to live and play safely in the community. |

The
Board donated $5,000 to the Canadian Crime Victim Foundation,
$5,000 to Crime Stoppers of York Region and $3,500 to Victim
Services of York Region. |

The
Board opposed any legislation or policy by the federal government
that results in the decriminalization of marihuana in Canada. |
 |
Requested
review of the Ontario Court of Appeal decisions that prevents
police helicopters from using infra-red technology to help identify
marihuana grow operations without judicial authorization. |
 |
Appealed
to the Province for increased funding support for the York Regional
Police R.I.D.E program to enhance road safety for all York Region
citizens. |
 |
Urged
the Province to continue the Community Policing Partnerships
Program which has increased police presence and visibility.

Endorsed
the recommendations of the Regions Red Light Camera Pilot
Program and Photo Radar. |

The
Board received a 2004-2008 Staffing and Restructuring Plan from
the Chief of Police outlining the need for an additional 378
officers and 175 civilians to ensure that York Regional Police
keeps pace with the population growth and demands for service
over the next five years. Responding to citizens requests
for more police dedicated to vehicle and foot patrols, traffic,
youth crime and vandalism, the Plan would see 60 percent of
the new officers allocated to front-line services including
uniform patrol, criminal investigation and the community-oriented
response unit. |

The
Board requested a detailed plan outlining the financial and
operational implications of the proposed plan. |
