Transportation and Works provides services which support environmental sustainability, public safety and economic vitality. Those areas include roads, water, wastewater, and forestry. The following accomplishments in the Roads, Water & Wastewater, and Solid Waste Management services were achieved in 2003.


Goal: Carry out short and long-term planning of the roads system to ensure the Region’s growth demands are met

Achievements:
The Woodbine by-pass of Victoria Square Environmental Assessment (EA) was completed in 2003. The Terms of Reference phase of the Markham by-pass Extension Individual EA was also completed.
The York-Peel Boundary Transportation Study and the Class EA’s for Langstaff Road (Hwy 50 to Hwy 27) and short-term boundary road improvements were completed.
The Terms of Reference for the Yonge Street Corridor Transitway and Highway 7 Corridor Transitway Individual EA’s were approved by the Ministry of Environment (MOE) in 2003 setting the framework for the follow-up EA phase.
The trial using anti-icing techniques was very successful and was expanded in the 2003/2004 winter season.


Goal: Provide reliable and sustainable water sources and infrastructure

Achievements:
Implemented alternate odour control technologies on the York Durham Sewer System (YDSS).
Completed construction of new membrane water filtration plant in Georgina.
Continued construction to optimize Duffin Creek Water Pollution Control Plant to increase capacity.
Completed re-construction of Sutton Wastewater Treatment Plant.
Commenced implementation of updated Water Supply Master Plan.
Maintained ISO registration of water and wastewater facilities through continual improvement of environmental management systems already in place.


Goal: Increase Diversion from Landfill

Achievements:
Completed the transfer of all responsibility and costs from the local municipalities to the the Region for waste transfer, haulage and disposal, blue box material processing and yard waste processing.
Awarded the contract for the construction of the new waste management facilities on Bales Drive in East Gwillimbury to Miller Waste Systems. Construction started in the fall of 2003 and will be completed in early 2005.
Awarded a contract to Miller Waste Systems for the construction of a Southern Transfer Station which is to be operational in 2007.

Goal: Reduce Waste Generation
Achievements:
Awarded the contract for the construction of the new waste management facilities on Bales Drive in East Gwillimbury to Miller Waste Systems. Construction started in the fall of 2003 and will be completed in early 2005.
Lead the Ontario Municipal Benchmarking Initiative and the Ontario Centre for Municipal Best Practices in the development of performance measurement systems and identification of best practices in waste management.
   

In all there were approximately 2,800 trees planted in the road right of way and approximately 73,000 trees and shrubs planted through various partnerships within the Region. Three properties totalling 182 acres were secured through the Greening Strategy.

  Completed ISO 9000 registration for North Water Supply facilities.
