The mission of the Transportation and Works and Solid
Waste Committee is to plan and provide cost-effective
and quality-driven transit, roads, water, wastewater,
solid waste, forestry and other related services to meet
the growth needs of York Region and the expectations
of Regional residents and businesses.


roads

Goal: Continue to make our roads more supportive to transit
Achievements:
Approved new road design guidelines that incorporate Transit/HOV lanes, bike paths and urban design features on six-lane Regional arterial roadways

Goal: Build road improvements to support growing community needs
Achievements:
Improvements were made at 25 intersections, including new traffic signals, turn lanes and illumination
Approved new policy for partnering with our local municipalities to build new collector roads across provincial freeways

Goal: Maintain the York Region road network asset in a “State of Good Repair”
Achievements:
Repaved 75 lane kilometres of road and improved 21 kilometres of gravel roads


solid waste management

Goal: Increase Diversion. In 2006, Regional Council endorsed a joint municipal waste diversion strategy and goal to increase diversion to a minimum of 65% by 2010 to reduce reliance on landfill. The strategy includes several initiatives to achieve this goal such as the introduction of: Region-wide Source Separated Organics (green bin) diversion, an optimized single stream Blue Box recycling system and improved Promotion, Education and Public Outreach to encourage public participation
Achievements:
Ongoing efforts to implement Source Separated Organics (SSO) diversion throughout the Region, with Region wide implementation expected by the end of 2007. In 2006 the diversion of SSO doubled over 2005
Improvements in advertising attributed to increased diversion of household hazardous waste and blue box materials in 2006. The Region has received formal recognition for its efforts from the two leading waste management associations in Ontario for advertising promotions such as the “YES! campaign”
Re-use initiatives have increased public awareness and improved diversion. The Region partnered with Goodwill Industries in four collection events in 2006 which diverted almost 17.5 tonnes of reusable goods from landfill

Goal: Reduce Landfill Tonnage. In August 2006, the Minister of the Environment announced that there was an agreement with Michigan Senators to end the flow of municipal waste to Michigan by the end of 2010
Achievements:
York and Durham Regions have partnered to find a long-term solution to landfilling residual, or non-recyclable waste. An Environmental Assessment was initiated to find a solution to process waste within our geographical boundaries. Energy from waste was identified as a possible solution. The Ministry of the Environment approved the Terms of Reference for the study in March

Goal: Develop Infrastructure for Long-Term Waste Management
Achievements:
Work continued on the development of Community Environmental Centres in Vaughan and Richmond Hill


water and wastewater

Goal: To deliver water and wastewater infrastructure as set out in multi-year plans to meet the servicing requirements of the region
Achievements:
Completed $275 million of water and wastewater infrastructure projects
Initiated construction on the Bathurst Collector, Langstaff Collector and the YDSS Interceptor (19th Avenue and Leslie), Newmarket and Aurora Equalization Tanks
Completed the Class EA for the Duffin Creek Water Pollution Control Plant (WPCP) Expansion and received approval of the terms of reference for the South East Collector Individual Environmental Assessment
Completed improvements to the Stouffville Water system, Pine Valley Wastewater pumping station and King City Sewage pumping station and forcemain
Completed Keswick Water Treatment Plant performance improvements, resulting in savings in hydro cost and water usage
Completed upgrades to water flow meters to monitor flow data remotely through Supervisory Control and Data Acquisition(SCADA)
Started construction of the new Schomberg WPCP
Completed new trunk sewer to Stouffville community, taking older treatment plant out of service

Goal: To show the value of water in our environment to the young people in our communities
Achievements:
Coordinated the 8th Annual York Children’s Water Festival, providing interactive instruction to over 5,100 students about water conservation, protection and related issues


Solid Waste Management   Greening Strategy   Roads
Increased blue box tonnage by 27% over 2005 through continued promotion and education programs

  Over 100 hundred hectares of conservation lands secured through donation, purchase and high level Greening Strategy partnerships

  Built 40 kilometres of new road lanes
