In September 2001, The Council for the Regional Municipality of York recommended the formation of a Pesticide Reduction Task Force with a mandate of developing Pesticide Reduction Guidelines for lands owned by the Regional Municipality of York.
The Task Force was comprised of representatives from Regional Counci (Task Force Chair, Regional Councillor Diane Humeniuk, and Vice Chair, Mayor Jeff Holec), area municipalities, school boards, conservation authorities, industry, environmental groups, educational institutions, the Canadian Association of Physicians for the Environment, and the Ontario College of Family Physicians. The Guidelines were finalized after approximately 6 months of consultations, research and review. On May 16th, 2002 Regional Council adopted the Pesticide Reduction Guidelines for Lands Owned by the Regional Municipality of York.. The goal of the Guidelines is to restrict the non-essential use of pesticides on lands owned by the Regional Municipality of York by implementing the principles of Plant Health Care and Integrated Pest Management. This strategy focuses on preventative maintenance activities involving the use of biological, physical, mechanical or cultural controls as a substitute for chemicals. Reduced Risk Products are to be used only as a last resort. It is anticipated that, in the future, the Guidelines will be adopted by area municipalities, school boards, and conservation authorities to promote pesticide reduction on their own lands. Presently an implementation team consisting of representatives from various Regional departments is developing an implementation plan for the Guidelines for 2003.
