Food Handler Certification Program

Mandatory Food Handler Certification Bylaw

York Regional Council has passed the Mandatory Food Handler Certification bylaw, which will require all high and moderate-risk food premises in the Region to have a certified food handler on site at all times during operations.

A food premise is assessed as high, moderate or low risk based on a number of factors, which includes compliance with the Food Premises Regulation, the amount of steps required to prepare the food being served and the type of people being served (i.e. children, elderly, etc.) 

York Region Public Health requires all high risk food premises to comply with the bylaw as of January 2017 and all moderate risk premises to comply by January 2019. The bylaw will be enforced by York Region Public Health Inspectors.

In addition to high and moderate-risk food premises, the bylaw will also apply to all high and moderate risk special event vendors, mobile preparation premises and street vending carts licensed by, or operating in, York Region.

Food premises exempt from the bylaw are:

  • Low-risk, fixed food premises
  • Boarding houses that provide meals to less than ten boarders
  • Food premises owned and operated by, or leased by, religious organizations, service clubs and fraternal organizations where they prepare /serve meals for special events and conduct bake sales
  • Farmers’ market food vendors

The bylaw requires:

  • A minimum of one operator in the establishment has a current and valid food handler certificate
  • A minimum of one food handler has a current and valid food handler certificate
  • A certified food handler be present at the premises at all times during operation to supervise the processing, preparation, storage, handling, display, distribution, transportation, service, or sale of food

Food handler certification obtained through York Region’s YorkSafe Food Handler Certification course, other Ontario health unit programs or external programs deemed equivalent by the Ministry of Health and Long-Term Care, will be accepted under the new bylaw. Food Handler Certification Program

The YorkSafe Food Handler Certification program teaches you how to safely prepare, store and serve food.

You may participate in a one-day workshop facilitated by a Public Health Inspector or purchase the materials to study on your own. Online interactive learning modules are also available, allowing you to study at your own pace. For the online courses, exams must be written in person. When registering for our online course, please note that you will have to register and pay separately for the exam.

Using the link below, you can register for the workshops, download the online learning modules and complete your studies independently.

An exam mark of 70 per cent is required to pass and become certified.

Certification is valid for five years and recognized across Ontario.

Eligibility

The YorkSafe Food Handler Certification program is available to anyone who is interested in food safety or in becoming a certified food handler.

The online learning modules are only available to those that live and work in York Region. For more information please email Health.Inspectors@york.ca.

  • Registration and purchase of manuals can be done at York Region Community and Health Services offices, and Access York, Monday to Friday (except holidays) between 8:30 a.m. and 4:30 p.m.
  • Telephone registration and support with online registration is available by calling Access York Toll Free: 1-877-464-9675 or TTY: 1-866-512-6228 (for the deaf or hard of hearing)
  • Workshops are offered in English, Cantonese and Mandarin
  • Course material is available in English, Chinese, Tamil and French
  • Exams are available in English, French, Chinese, Farsi, Korean, Russian and Tamil
  • It is highly recommended you review the manual prior to the course in preparation for the exam
  • Bring pencil, eraser and government-issued photo identification for the exam

There is a three week turnaround time for exams to be marked and mailed out.

We reserve the right to cancel a course if there are not enough registrants.
