Red Flags Guide

Red Flags is a quick reference guide for early years professionals in York Region to assess the growth and development of children up to the age of six years. It includes factors that affect the dynamics of parent-child interaction and impact child health, growth and development such as perinatal mood disorder and abuse.


The original Red Flags document was developed by the Simcoe County Early Intervention Council and piloted in 2002. With permission, the document was reviewed and revised by the York Region Early Identification Planning Coalition and supported by York Region Health Services through 2003. Full revisions to this guide were completed in September 2009. Each section was reviewed, updated and revised by experts in the specific field for each domain. Minor revisions were made in May 2011, including appropriate changes to contact information as well as revision to the Nutrition domain as per new Ministry guidelines.

Purpose of the Guide

To promote the early identification of children who need additional resources to meet their developmental milestones.

Goal of the Guide

To ensure that all children in York Region are able to develop to their optimal potential.

The guide allows early years professionals to:

  • Identify when a child could be at risk of not meeting his or her expected health outcomes or developmental milestones
  • Review and better understand the domains that are traditionally outside their own area of expertise
  • Better understand when and where to make referrals for further investigation by the appropriate discipline
