Administrative Centre Annex

Construction of York Region’s Administrative Centre Annex is underway at the corner of Yonge and Eagle streets in the Town of Newmarket. Located next to the Administrative Centre – York Region’s headquarters – and across from the Newmarket Courthouse, the Annex building and its grounds will create a civic campus within an established government district.

Once complete, this eight-storey, 422,000 square-foot facility will offer a variety of public services, such as:

  • Public Health Clinics
  • Social Services
  • Ontario Works
  • Housing Services
  • Provincial Offences Act Courts
  • York Small Business Enterprise Centre
  • Access York Customer Service

Approved by Regional Council in 2012, the construction of the Annex will realize York Region’s long-term plan to consolidate a variety of community, health and courts services into one central, fully-accessible, modern facility.

Over a 30-year period, the Region expects to realize significant savings by consolidating a variety of satellite locations throughout Newmarket to the Annex, rather than continuing to lease or invest in aged owned facilities.

What is the “Annex?”

Once complete in 2020, York Region’s Administrative Centre Annex will be a new eight-storey Regional facility connected to York Region’s headquarters – the Administrative Centre – on Yonge Street in Newmarket. Featuring 422,000-square-feet of court, clinic and office space, this facility will offer a variety of public services, such as:

When will construction of the Annex begin, and how long will it take to build?

Construction of York Region’s Administrative Centre Annex began in early 2017 at the corner of Yonge and Eagle Streets in the Town of Newmarket. Construction will occur over three years with the building opening to the public in 2020.

Where will the Annex be located?

The Annex will be located on Regionally-owned land at the corner of Yonge and Eagle Streets immediately south of the Administrative Centre and west of the Doane House. This location is ideal due to its proximity to the Administrate Centre, the Yonge Street Rapid Transit Corridor and the Newmarket Courthouse. Once built, the Annex building and its grounds will create a civic campus within an established government district.

Will the York Region parking lot south of the Administrative Centre be the future site of the Annex?

The Annex building and grounds will cover 18-acres immediately south of the Administrative Centre. A parking lot for York Region staff formerly occupied the future location of the Annex. A new parking lot for Regional staff was constructed on Eagle Street between McCaffrey Road and Peevers Crescent to replace the south parking lot.

What efficiencies are expected by locating the Annex next to the Administrative Centre?

As the name suggests, the “Annex” will quite literally be an extension of the Administrative Centre. While each structure is intended to be separate and distinct, they will be connected by an enclosed, climate-controlled bridge. This connection is expected to improve business synergies, and will create operational efficiencies. Once constructed, for example, the Annex will contain a cafeteria to support both facilities and the one at Administrative Centre will close. Meeting space will be optimized between the two facilities, and parking will increase to support both the community and onsite staff.

Will the Annex look similar to the Administrative Centre?

The Administrative Centre, designed by Douglas Cardinal, has an iconic design with its curved lines and distinct architectural details. While the Annex will feature a linear, modern design, some of the building’s features will be influenced by the Administrative Centre. This includes blue-coloured glass and landscaping features inspired by the shape of the Administrative Centre.

EllisDon Corporation, a world-leading construction and building services company, will build the Annex for $172,084,354. EllisDon was awarded the contract in October 2016 and started construction in early 2017.

How will the flood plain be considered and protected in the construction of the Annex?

A key consideration of the Annex’s design is its proximity to the flood plain. In consultation with Lake Simcoe Region Conservation Authority and project engineers, the flood plain will be modified through low-impact design and site contouring to accommodate the Annex while alleviating downstream flooding issues through improved storm water management using bioswales, permeable paving, in-ground retention and water absorbing vegetation. The Annex facility itself will be located outside of the flood plain.

What are the features of the Annex?

First and foremost, the Annex is designed to better serve the public by consolidating a variety of aged satellite locations throughout Newmarket to one centrally-located, fully accessible modern facility. Much like the Administrative Centre, the Annex will include an abundance of windows to provide ample daylight throughout the facility. The eight-storey atrium will feature a green “living wall” facing Yonge Street – an ever-present reminder of the building’s environmentally-sustainable design. Located next to the Administrative Centre and across from the Newmarket Courthouse, the Annex building will create a civic campus within an established government district.

Will the Annex feature an environmentally-sustainable design?

Yes. In accordance with Regional Council’s direction, the Annex is designed to achieve a LEED (Leadership in Energy Efficient Design) Silver designation – a very high standard of sustainability and energy efficiency. The Annex’s design will also feature green and reflective roofs, a green living wall and many other energy efficient features. The surrounding grounds will include landscaped gardens, tree preservation and planting, and increased site vegetation.

How much will it cost to build the Annex?

EllisDon Corporation will build the Annex for $172,084,354 – the Council-approved project budget is $212.8 million. Over a 30-year period, however, the Region expects to realize a $26 million savings by consolidating a variety of satellite locations throughout Newmarket to the Annex, rather than continuing to lease or invest in aged owned facilities.

What can the local residents expect during construction of the Annex?

Residents can expect to hear typical sounds associated with construction such as noise from equipment and trucks. During the excavation portion of the project, an increase in truck activity is anticipated until spring 2018. The construction team is working to mitigate the impact as much as possible.

Will construction cause traffic delays?

You can expect to see an increase of trucks arriving and leaving the construction area, primarily during the first 18 months of construction. On occasion, traffic control staff may stop vehicles and pedestrians for a brief period of time, to allow a truck to safely enter or exit the site. Please be mindful of your surroundings when driving or walking through the area.

Will trees be removed from the Annex site?

To prepare the site for construction, some trees were removed from York Region property. Many of those trees were a non-native and invasive species. Some were diseased and others were infested with emerald ash borer. . Once complete, the amount of domestic trees planted on the Annex grounds will more than double the total number removed.
