Mayor Quirk declared an interest in the 2015-2018 Budget as it relates to York Regional Police due to her stepson being a member of York Regional Police and her husband being a retired member of York Regional Police. Mayor Quirk did not take part in any consideration or discussion of or vote on any part of this item.

Committee of the Whole recommends:
1. Receipt of the presentation by Erin Mahoney, Commissioner of Environmental Services.
2. Receipt and referral to the Regional Council meeting on February 26, 2015 of the resolution from the Town of East Gwillimbury, dated February 17, 2015 regarding Environmental Services Budget - Upper York Sewage Solutions (UYSS) Project.
3. Receipt and referral to the Regional Council meeting on February 26, 2015 of the communication from Michael Pozzebon, BILD York Chapter Chairman, Building Industry and Land Development Association (BILD), dated February 18, 2015 regarding “Budget - Environmental Services: Water and Wastewater Investment Deferrals”.

3. Referral of the report dated February 6, 2015 from the Commissioner of Finance and the following recommendations to Regional Council’s meeting of February 26, 2015:
1. Council adopt the Fiscal Strategy outlined in this report as part of the 2015 Budget; and
2. Council adopt the 2015 Long-Term Debt Management Plan in Attachment 1 of this report.

Multi-Year Budget Reduction Options

9. Presentation – Multi-Year Budget Reduction Options
Committee of the Whole recommends:
1. Receipt of the presentation by Bill Hughes, Commissioner of Finance and Regional Treasurer.
2. The draft 2015 budget and 2016-2018 outlook be recommended for approval with:
1. The reductions outlined in Option 1 in the presentation by Bill Hughes, Commissioner of Finance and Regional Treasurer.
2. The reductions in proposed full time equivalents (FTEs) for 2015 and 2016 and the reduction in contributions to the Fiscal Stabilization Reserve outlined in Option 2 in the presentation by Bill Hughes, Commissioner of Finance and Regional Treasurer.
3. Based on these reductions, the Regional tax increases for 2015 and the outlook years of 2016-2018 are to be less than 3%.
4. That the recommended budget, as amended, be consolidated by the Treasurer for approval by Council on February 26, 2015.

Bill Hughes, Commissioner of Finance, addressed issues raised in an article published in the Toronto Star on February 19, 2015 entitled “Is York Region's Debt Too High?”.
