It was moved by Mayor Barrow, seconded by Mayor Dawe that Council confirm the Minutes of the Council meeting held on November 13, 2014 and the Inaugural Council meeting held on December 11, 2014 in the form supplied to the Members.

21 Association of Municipalities Ontario 2014-2016 Board of Directors
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Hogg that Council receive the communication from Elizabeth Savill, Secretary-Treasurer, Association of Municipalities Ontario, dated December 8, 2014 and nominate Mayor Van Bynen for the Association of Municipalities Ontario Board of Directors, Regional and Single-Tier Caucus from December 2014 to August 2016.

It was moved by Mayor Hackson, seconded by Regional Councillor Di Biase that Council receive the communication from Kathryn Smyth, Clerk, Township of King, dated December 16, 2014 regarding the appointment of Councillor Linda Pabst to the Toronto and Region Conservation Authority 2014-2018, and refer it to the motion regarding ‘Appointments to External Committees, Agencies, Boards, Corporations, Commissions and Task Forces’.

It was moved by Mayor Hackson, seconded by Regional Councillor Di Biase that Council receive the communication from Kathryn Smyth, Clerk, Township of King, dated December 16, 2014 regarding the appointment of Councillor Avia Eek to the Lake Simcoe Region Conservation Authority 2014-2018, and refer it to the motion regarding ‘Appointments to External Committees, Agencies, Boards, Corporations, Commissions and Task Forces’.

It was moved by Mayor Hackson, seconded by Regional Councillor Di Biase that Council receive the communication from Samantha Kong, Council Coordinator, Town of Whitchurch-Stouffville, dated December 17, 2014 regarding the appointment of Councillor Ken Ferdinands to the Lake Simcoe Region Conservation Authority 2014-2018, and refer it to the motion regarding ‘Appointments to External Committees, Agencies, Boards, Corporations, Commissions and Task Forces’.

BE IT RESOLVED THAT:
1. By special resolution the number of directors comprising the Board of Directors of the York Region Rapid Transit Corporation is fixed at seven with quorum set at four;
2. Regional Chair Emmerson, Regional Councillor Jones and Regional Councillor Spatafora are hereby elected as directors of the Corporation to serve until the next annual meeting of the Corporation or until their successors are duly elected or appointed in accordance with the Business Corporations Act (Ontario) and the Corporation’s bylaws;

28 Appointment of Acting Chair and Alternate Acting Chair up to and including December 31, 2016
It was moved by Mayor Scarpitti, seconded by Mayor Hackson that Council enact a bylaw to appoint Mayor Barrow as Acting Chair and Mayor Van Bynen as Alternate Acting Chair when the Regional Chair is absent for any reason at any time up to and including December 31, 2016.

29 Reschedule Council and Committee meetings for February 2015
It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Armstrong that Regional Council make the following amendments to the approved 2015 Calendar of Council and Committee meetings for February 2015:
1. That the Committee of the Whole (Week 1) meeting, including the sections Transportation Services, Planning and Economic Development and Community and Health Services, scheduled to be held on February 5, 2015 at 9:30 a.m. be rescheduled to February 12, 2015 at 9 a.m.
2. That the Committee of the Whole (Week 2) meeting, including the sections Environmental Services and Finance and Administration, scheduled to be held on February 12, 2015 at 9:30 a.m. be rescheduled to February 19, 2015 at 9 a.m.
3. That the Regional Council meeting scheduled to be held on February 19, 2015 at 9:30 a.m. be rescheduled to February 26, 2015 at 9:30 a.m.
4. That the Council Education Session / Special Meeting scheduled on February 26, 2015 at 9:30 a.m. as required, be removed from the Calendar.

30 Committee of the Whole – Order of Sections
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Jones that the Notice Provisions of the Procedure Bylaw be waived and that Regional Council amend section 22.4 of the Procedure Bylaw to have the sections of Committee of the Whole be ordered in the following order:
1. The sections in the first Committee of the Whole meeting of the month will be in the following order:
1. Transportation Services, 2. Planning and Economic Development, and 3. Community and Health Services, and
2. The sections in the second Committee of the Whole meeting of the month will be in the following order:
1. Environmental Services, and 2. Finance and Administration.
3. All Committee of the Whole meetings will begin at 9 a.m.

31 Special Council Education Session – January 28, 29 and 30, 2015
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Jones that:
1. Regional Council hold a meeting that is closed to the public pursuant to subsection 239 (3.1) of the Municipal Act for the purposes of educating its Members on challenges and opportunities for this term of Council.
2. The meeting be held at the Kingbridge Centre, 12750 Jane Street, King City, Ontario starting on Wednesday, January 28, 2015 at 1:30 p.m. continuing on Thursday, January 29, 2015 at 9:00 a.m. and Friday, January 30, 2015 at 9 a.m.

It was moved by Mayor Hackson, seconded by Regional Councillor Wheeler that Council introduce and approve a certain Bill in the form as noted on the Revised Agenda and enact it as a bylaw.

33 Toronto and Region Conservation Authority – Request for Additional Member
It was moved by Regional Councillor Ferri, seconded by Regional Councillor Heath that a letter be forwarded to the Toronto and Region Conservation Authority (TRCA) to request the TRCA to add an additional member for the Regional Municipality of York, so that the number of representatives from the Regional Municipality of York is six, in accordance with the Conservation Authorities Act.

It was moved by Regional Councillor Ferri, seconded by Regional Councillor Rosati that Council convene in Private Session for the purpose of considering the following:
1. Request for an Extension of the Development Charges Early Payment - 7777 Weston Road, City of Vaughan – Solicitor-Client Privilege
Council met in Private Session at 10:02 a.m. and reconvened in Council at 11:01 a.m.
It was moved by Mayor Quirk, seconded by Regional Councillor Jones that Council rise and report from Private Session.

It was moved by Regional Councillor Di Biase, seconded by Mayor Bevilacqua that Council receive the confidential memorandum from Senior Counsel, dated December 18, 2014 and adopt the confidential directions to staff.
A recorded vote on the adoption of the motion was as follows:
