Regional Council held a special meeting at 9:00 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

129 Dr. George Burrows, Former Mayor of Georgina
Regional Chair Emmerson announced with sadness the passing of Dr. George Burrows, former Mayor of the Township (now Town) of Georgina, on May 23, 2015. Dr. Burrows was the first Mayor of the Township, serving Council for three terms between 1970-72, 1975-76 and 1977-78.
Mayor Quirk remarked that Dr. Burrows was a dedicated and active member of the community, continuing his medical practice right until the time of his passing.
Regional Councillor Wheeler fondly remembered Dr. Burrows as a great politician and a dedicated physician, tending tirelessly to the people of his community.
On behalf of Council, Regional Chair Emmerson expressed heartfelt condolences to the Burrows family. Members of Council and all those present then joined in a moment of silence in honour of former Mayor Dr. George Burrows.

It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Li that Council receive the presentation slides from Valerie Shuttleworth, Chief Planner, dated May 21, 2015.

Memorandum
Council then considered the memorandum from Valerie Shuttleworth, Chief Planner, dated May 28, 2015, which proposed amendments to Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015.
It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Li that Council adopt the three recommendations in the memorandum from Valerie Shuttleworth, Chief Planner, dated May 28, 2015, recommending that Report No. 1 of the Commissioner of Corporate Services and Chief Planer, dated May 21, 2015 be amended as follows:
1. Staff recommendation 14 contained in Report No. 1 of the Commissioner of Corporate Services and the Chief Planner, dated May 21, 2015, be revised to remove the word “recreational” so the recommendation now reads as follows:
14. The Province consider amending the Greenbelt Plan to permit compatible community uses.
2. Council endorse additional staff recommendation 35 as follows:
35. The Province provide enforcement assistance and/or tools to assist local municipalities in preventing the illegal placement of fill, dumping and outdoor storage on rural and agricultural lands within the Plan areas.
3. This memorandum be forwarded to the Ministry of Municipal Affairs and Housing as part of the Region’s submission in response to EBR posting No. 012-3256.
It was moved by Regional Councillor Heath, seconded by Regional Councillor Hogg that Recommendation 2 in the memorandum from Valerie Shuttleworth, Chief Planner, dated May 28, 2015 be amended as follows:
Recommendation 35 be amended to replace the word “illegal” with the words “legal or illegal” so it reads as follows:
35. The Province provide enforcement assistance and/or additional resources to local municipalities to address the legal or illegal placement of fill, dumping and outdoor storage on rural and agricultural lands within the Plan areas.

Report

Council then considered the following recommendations in Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015, as amended by the amended memorandum from Valerie Shuttleworth, Chief Planner, dated May 28, 2015:
1. Regional Council endorse the staff recommendations contained in the body of this report as the Region’s formal response to the Environmental Bill of Rights (EBR) posting entitled Coordinated review of the Growth Plan for the Greater Golden Horseshoe, Greenbelt Plan, Oak Ridges Moraine Conservation Plan and Niagara Escarpment Plan (EBR No. 012-3256).
2. The Regional Clerk forward this report and attachments to the Minister of Municipal Affairs and Housing.
3. The Regional Clerk circulate this report to the Clerks of the local municipalities and to the York Region Agricultural Advisory Liaison Group.
Staff recommendation 2 be reordered to now be staff recommendation 1 and the reference to “these Plans” be replaced with “the Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan and the Oak Ridges Moraine Conservation Plan” so it reads as follows:
1. The Province stay the course by maintaining the integrity and objectives of the Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan and the Oak Ridges Moraine Conservation Plan.

It was moved by Regional Councillor Heath, seconded by Regional Councillor Hogg that Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015 be amended as follows:
Staff recommendation 25 be amended to replace the word “boundaries” with the words “minor boundary issues” so it reads as follows:
25. The province develop a process to confirm or correct minor boundary issues associated with the Greenbelt Plan and ORMCP.

It was moved by Mayor Pellegrini, seconded by Mayor Dawe that Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015 be amended as follows:
Remove the reference to “(example of the Community of Nobleton in King Township)” from the first sentence under the first talking header on page 13 of the report so that it reads as follows:
Extending lake-based municipal servicing into Greenbelt communities is prohibited by the Greenbelt Plan.

It was moved by Regional Councillor Jones, seconded by Mayor Scarpitti that Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015 be amended as follows:
Add the following recommendation:
36. York Region support the positions that local municipalities have supported as detailed in Attachment 2 to the memorandum from Valerie Shuttleworth, Chief Planner, dated May 28, 2015.

There being a tie vote, Regional Chair Emmerson voted against the amendment.

It was moved by Mayor Scarpitti, seconded by Mayor Bevilacqua that Report No. 1 of the Commissioner of Corporate Services and Chief Planner, dated May 21, 2015 be amended as follows:
Add the following recommendation:
36. The Province examine the possible expansion of the Greenbelt after local municipalities complete subwatershed studies or other environmental studies that might identify additional lands appropriate for the Greenbelt Plan.

Staff recommendation 25 be amended to add the words “Although York Region takes no new positions on individual landowner requests, the Region asks”, and to replace the words “confirm or correct” with “review” so that it reads follows:
25. Although York Region takes no new positions on individual landowner requests, the Region asks the Province to develop a process to review boundaries associated with the Greenbelt Plan and ORMCP.

Staff recommendation 29 be amended to add the words “excluding strategic employment lands on the “400 series” corridors” so that it reads follows:
29. The Province consider amending the Oak Ridges Moraine Conservation Act and Greenbelt Act to include ‘sunset’ clauses, excluding strategic employment lands on the “400 series” corridors.
