The Committee of the Whole meeting was called to order at 9 a.m. on February 1, 2018 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman
1. Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Committee of the Whole recommends:
1. Receipt of the communication from The Honourable Kathryn McGarry, Minister of Natural Resources and Forestry, dated January 16, 2018 regarding “Funding Request - Mitigating the Impacts of Invasive Species”.
2. The Regional Clerk forward the communication to the local municipalities.
3. That staff investigate potential funding within two funding sources; the Ministry of Natural Resources and Forestry’s Land Stewardship and Habitat Restoration Program and the Ministry of the Environment and Climate Change’s Great Lakes Guardian Community Fund, and report back to Council.

11. Upper York Sewage System
Bruce Macgregor, Chief Administrative Officer, provided an update on the environmental assessment process for the Upper York Sewage Solutions project.
12. Mayor Tony Van Bynen Not Seeking Re-Election
Regional Chair Emmerson advised that Mayor Tony Van Bynen announced that he will not be seeking re-election for the next term of Council. Regional Chair Emmerson congratulated Mayor Van Bynen on his pending retirement and stated that he would be missed at York Region as well as at the Town of Newmarket.
13. Bell Let’s Talk Event
Regional Chair Emmerson highlighted the Bell Let’s Talk event, which took place in the Administrative Centre Great Hall on January 31, 2018 in support of mental health awareness.
14. Councillor Bill Cober – Alternate Member for King Township
Regional Chair Emmerson advised that the Township of King appointed Councillor Bill Cober as its Alternate Member of Regional Council. Councillor Cober will be attending Regional Council on February 15, 2018.
15. Council Education Session – Cannabis
Regional Chair Emmerson confirmed that a Council Education Session regarding Cannabis is scheduled on February 15, 2018 immediately following the Regional Council meeting.
16. YTN Telecom Network – First Board Meeting
Regional Chair Emmerson advised that the first board meeting of YTN Telecom Network Inc. is scheduled on February 15, 2018 at 1 p.m.
Private Session
Committee of the Whole resolved into private session at 10:51 a.m. to consider the following:
1. Update on Processing Restrictions at Waste Processing Facility – Potential Litigation
2. Update on Collective Bargaining with the Ontario Nurses Association – Labour Relations
Committee of the Whole resumed in public session at 12:04 p.m. and reported the following:
17. Update on Processing Restrictions at Waste Processing Facility
Committee of the Whole recommends adoption of the recommendation contained in the confidential report of the Commissioner of Environmental Services, dated January 18, 2018 and that the report be forwarded for consideration at Council’s private session on February 15, 2018.
Following the disposition of the above, the Committee considered a report of the Commissioner of Environmental Services titled ‘Establishment of New Source Separated Organic Waste Processing Contract with Cornerstone Renewables’. Committee’s recommendations are recorded in Clause 8 of this Committee Report.
18. Update on Collective Bargaining with the Ontario Nurses Association
Committee of the Whole received the confidential verbal update from the Chief Administrative Officer and the Executive Director of Human Resources.
The Committee of the Whole meeting adjourned at 12:05 p.m.
