Kennedy Road Environmental Assessment Study - Notice of Completion
The Regional Municipality of York has completed a Schedule ‘C’ Municipal Class Environmental Assessment Study for the proposed improvements to Kennedy Road from Major Mackenzie Drive to Elgin Mills Road in the City of Markham. The study reviewed the growth within the Markham Future Urban Area (FUA) and identified infrastructure improvements to accommodate the future transportation needs of this area as part of the Regional road network. The recommended improvements include widening Kennedy Road to four lanes and adding a boulevard for pedestrians and cyclists.
York Region has prepared an Environmental Study Report (ESR) documenting the study process, consultation efforts and the recommended plan. This Notice of Completion places the ESR on the public record for a 45-day review period, beginning Thursday, December 14, 2023. The ESR can be reviewed and downloaded at york.ca/WardenKennedyStudy

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks or Director of the Environmental Assessment Branch for an order requiring a higher level of study or that conditions be imposed before an EA study proceeds, only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Indigenous and order may prevent, mitigate or remedy adverse impacts on constitutionally protected Indigenous and treaty rights. Requests should include the requester contact information and full name, specify what kind of order is being requested (request of conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate, or remedy potential adverse impacts on Indigenous and treaty rights and any additional supporting information. This will ensure the Ministry is able to efficiently begin reviewing the request. Requests on other grounds will not be considered. The order request must be provided in writing and received by the Ministry no later than Saturday, January 27, 2024.
