Regional Council met at 9 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Opening Remarks from Regional Chairman
171 Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

174 Cannabis: Legislative Updates and Board of Health Responsibilities
Dr. Karim Kurji, Medical Officer of Health and Joy Hulton, Regional Solicitor presented to Council regarding cannabis legislative updates and Board of Health responsibilities.
Dr. Kurji provided an overview of the health impacts of cannabis use, public health standards and enforcement, and ongoing initiatives to raise public awareness.
Ms. Hulton provided an overview of legal implications from cannabis legalization, including municipal concerns, opting in or out of hosting cannabis retailers, smoking and consumption bylaws, and financial implications.
York Regional Police Chief Eric Jolliffe provided Council with additional information regarding the operational and financial impacts of the legalization of cannabis on York Regional Police.
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council receive the presentation.

185 Council Education Session – January 23, 24 and 25, 2019
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Regional Council hold a meeting closed to the public under section 239(3.1) of the Municipal Act for the purposes of educating its Members on challenges and opportunities for this term of Council.
The meeting will be held at the Kingbridge Centre, 12750 Jane Street, King City, Ontario starting on Wednesday, January 23, 2019 at 2 p.m. continuing on Thursday, January 24, 2019 at 9:00 a.m. and Friday, January 25, 2019 at 9 a.m.

186 Temporarily Permitting the Regional Chair to Preside Over Committee of the Whole Meetings
It was moved by Mayor Taylor, seconded by Regional Councillor Grossi that Sections 22.8, 22.9, 22.10, 22.22 and 22.23 of the Procedure Bylaw (No. 2018-59), be temporarily suspended to permit the Regional Chair to preside over the entirety of Committee of the Whole meetings until December 31, 2019.
Carried with a 2/3 majority vote
Other Business
187 Staff-Council Communications
Lina Bigioni, Chief of Staff, announced that starting in February 2019, regular reports will be available to Council members regarding communications between Regional staff and both Regional and local municipal Council members.
188 Governance Task Force
Regional Chair Emmerson indicated that staff will be reporting to Council in March 2019 regarding the establishment of a Governance Task Force.
