Online Open House

 



York Region is conducting an Environmental Assessment (EA) Study for the extension of Red Cedar/Cedar Avenue from Langstaff Road East to High Tech Road in the City of Richmond Hill and City of Markham. This Study is building on recommendations identified in York Region’s 2016 Transportation Master Plan which identified a new road linking the Langstaff Gateway and Richmond Hill Centre communities by connecting Red Cedar Avenue to Cedar Avenue to support the planned growth in these areas.

The Study began in April 2019 as a Schedule ‘B’ EA and is now being conducted as a Schedule ‘C’ EA. As the Study progressed, the project team identified additional infrastructure requirements to support the recommendations. A change from a Schedule ‘B’ to a Schedule ‘C’ EA is required to address the proposed recommendations. The proposed road improvements for Red Cedar/Cedar Avenue include:

  • Constructing one lane in each direction with a centre left-turn lane
  • Installing traffic control signals at High Tech Road and at Langstaff  Road
  • Installing sidewalks and cycle tracks
  • Providing streetscaping

Project Background

The Regional Municipality of York is conducting a Schedule 'B' Municipal Class Environmental Assessment (EA) Study for the extension of Red Cedar/Cedar Avenue from Langstaff Road East to High Tech Road in the City of Richmond Hill and City of Markham. Through the EA Study, York Region will review improvements for pedestrians, cyclists, transit users and motorists.

York Region’s 2016 Transportation Master Plan Update identified a new road linking the Langstaff Gateway and Richmond Hill Centre communities by connecting Red Cedar Avenue to Cedar Avenue to support the planned growth in these areas.

Langstaff Gateway is a proposed development area bounded by Langstaff Road East to the north, Holy Cross Cemetery to the south, Bayview Avenue to the east and Yonge Street to the west.

Richmond Hill Centre is a proposed development area bounded by Bantry Avenue to the north, Garden Avenue to the South, Red Maple Road to the east and Yonge Street to the west.

The proposed roadway link will be from Cedar Avenue (in the City of Markham) to Red Cedar Avenue (in the City of Richmond Hill). 

When Highway 407 was built, structures were built under Highway 7 and Highway 407 ETR in support of a proposed roadway. The proposed roadway (Red Cedar/Cedar Avenue) is anticipated to be extended under Highway 7 and Highway 407 ETR through the existing structures but will not provide direct access to either of these roads.

Throughout the duration of the EA Study, the public is encouraged to provide comments, feedback and submit questions regarding the project.
