Municipal Class Environmental Assessment Study of 16th Avenue from Yonge Street to Woodbine Avenue in the Town of Richmond Hill and the City of Markham

The Regional Municipality of York completed a Schedule ‘C’ Class Environmental Assessment (Class EA) Study for improvements to 16th Avenue to accommodate the current and future transportation needs of pedestrians, cyclists, transit users and motorists. The study, referred to as “Study A,” is located in the Town of Richmond Hill and City of Markham from Yonge Street to Woodbine Avenue.

There is a second ongoing EA for 16th Avenue, referred to as “Study B,” which extends from Woodbine Avenue to York/Durham Line. A separate Environmental Study Report will be made available for this at a later date.

The recommendations identified in the Class EA study for “Study A” include widening 16th Avenue from four to six lanes to accommodate transit and high occupancy vehicle (HOV) lanes, adding continuous cycling and pedestrian facilities, and streetscaping.

York Region has prepared an Environmental Study Report documenting the study process, consultation efforts and recommended plan. This Notice of Completion places the Environmental Study Report on public record for a 45-day public
review period, starting December 13, 2018. The Environmental Study Report can be downloaded from the 16th Avenue Project page and is also available at the following locations from December 13, 2018 to January 27, 2019 during normal business hours::

A Part II Order Request Form must be used to request a Part II Order. The Form is available on the Forms Repository website at by searching “Part II Order” or “012-2206E” (the form ID number).

The Part II Order request must be received by the Minister at the address below no later than January 27, 2019.
