Notice of Completion

Municipal Class Environmental Assessment Study of 16th Avenue from Woodbine Avenue to York/Durham Line in the City of Markham

The Regional Municipality of York has completed an Environmental Assessment (EA) Study for improvements to 16th Avenue to accommodate the current and future transportation needs of pedestrians, cyclists, transit users and motorists. The study, referred to as “Study B,” is located in the City of Markham from Woodbine Avenue to York/Durham Line.

The EA Study for “Study A,” which extends from Yonge Street to Woodbine Avenue, was completed in 2018. The Environmental Study Report for “Study A” can be viewed at the 16th Avenue Project page.

The recommendations identified in the 16th Avenue EA for “Study B” include:

  • Widening to six lanes from Woodbine Avenue to McCowan Road to accommodate transit and high occupancy vehicle (HOV) lanes
  • Adding continuous cycling and pedestrian facilities and streetscaping from Woodbine Avenue to Donald Cousens Parkway
  • Constructing paved shoulders from Donald Cousens Parkway to York/Durham Line

York Region has prepared an Environmental Study Report (ESR) documenting the study process, consultation efforts and recommended plan. This Notice of Completion places the ESR on public record for public review, starting December 19, 2019. The ESR can be downloaded the 16th Avenue Project page and is also available at the following locations from December 19, 2019 to February 3, 2020 during normal business hours:
