2020 Operating budget highlights



Newmarket – The Regional Municipality of York 2020 operating budget includes projected spending of $2.5 billion in 2020.

The budget supports York Region’s four key priority areas of the 2019 to 2023 Strategic Plan: From Vision to Results which aligns our financial resources to the priorities for this Council term. The operating budget helps guide expenditures for the day-to-day administration of the Region’s programs and services.

Highlights of the 2020 Operating Budget (gross expenditures):

Transportation Services and York Region Rapid Transit Corporation: $511 million

  • Maintaining more than 4,300 lane kilometres and maximizing road networks for more than 600,000 daily travellers
  • Providing 1.3 million transit service hours for 35,000 daily conventional and BRT travellers and 1,900 daily Mobility On-Request clients
  • Developing a central point of contact for travel information to provide timely responses and an enhanced customer experience

Environmental Services: $644 million

  • Delivering 118 billion litres of clean and safe drinking water annually
  • Managing over 375,000 tonnes of waste and maintaining high rates of waste diversion, currently at 94%
  • Actively working with local municipal partners to prepare for transition of the Blue Box program to producers as early as 2023

Community and Health Services: $658 million

  • Supporting 6,700 existing affordable housing units and an additional 500 new units in the City of Markham, City of Vaughan and Town of Whitchurch-Stouffville by 2023 through Housing York Inc. and other community housing providers
  • Adding 14 paramedic and four frontline staff to continue maintaining response time targets
  • Implementing a new Seniors’ Dental Care Program for eligible seniors over the age of 65
  • Maintaining service levels while managing provincial funding impacts of $6.7 million in 2020

York Regional Police: $384 million

  • Providing police services to ensure York Region continues to remain among the safest places to live in Canada at the lowest cost per capita
  • Hiring 15 York Regional Police officers and 19 civilian staff to address population growth and maintaining quality services

Additional Operating Budget Initiatives:

  • Opening a new Regional office building at 17150 Yonge Street in the Town of Newmarket to consolidate a variety of community, health and court services into a central location to improve access for residents and enhance customer service
  • Implementing savings of approximately $28 million in 2020 to address cost pressures from provincial funding changes while continuing to add to reserves to support financial sustainability
  • Providing funding to the Toronto and Region Conservation Authority and the Lake Simcoe Region Conservation Authority to support initiatives to protect lakes, rivers and lands within their watersheds
