Help shape the future of York Region

York Region is seeking in-depth consultation from the community to better inform its long-term plan over the next four years. A series of public outreach and engagement activities will be hosted, called the Municipal Comprehensive Review (MCR).

Below are questions and answers to help you better understand what’s involved and how you can participate.

What is a Municipal Comprehensive Review (MCR)?

It is the process of completing thorough consultation with stakeholders in order to guide population and employment growth in York Region. It includes a series of public outreach and engagement activities. The Municipal Comprehensive Review prioritizes consultation with the public including residents and businesses within our cities and towns.

Why is York Region conducting a MCR?

York Region is expected to grow to 1.8 million people and 900,000 jobs by 2041. The MCR is critical in development of policies and programs needed to accommodate this growth and to connect strong, caring and safe communities across York Region. The work is essential to meet targets introduced by the province as part of the provincial 2017 Growth Plan.

How will the MCR help guide York Region’s future plans?

York Regional Council is committed to creating strong, caring and safe communities. We have a road-map for the future, as articulated in the York Region Official Plan and Vision 2051.

What is a Regional Official Plan?

The York Region Official Plan describes how York Region plans to accommodate future growth and development while meeting the needs of residents and businesses. It sets out directions and policies that guide economic, environmental and community planning decisions. It supports the 2015 to 2019 Strategic Plan goals of strengthening the Region’s economy, supporting community health and well-being, managing environmentally sustainable growth and providing modern and efficient service.

What is Vision 2051?

Vision 2051 highlights the vision of York Region's latest long-term strategy. It describes the Region’s ideal vision of the next 40 years and describes the necessary steps to see it through. It foresees a future with liveable cities and complete communities, an innovative economy and a resilient natural environment and agricultural system.

Who will be consulted?

Local councils, Indigenous peoples, internal staff and the public will be consulted over the next four years. The findings will be shared with York Regional Council and the public on an ongoing basis.

Is there a project plan for the MCR?

In January 2018, York Regional Council endorsed a report outlining a detailed plan for York Region’s Planning and Economic Development staff to undertake thorough consultation and communications with local councils, Indigenous Communities, internal staff and the public over the next four years. The findings will be shared with York Regional Council on an ongoing basis.

Five project phases have been identified:

  • Laying the foundation - Winter 2017
  • Technical Background Work - Spring 2018
  • Setting the Direction - Spring 2019
  • Draft Regional Official Plan and Vision 2051 -  Fall 2019
  • Adoption of Regional Official Plan and Final Vision 2051 – 2020

Staff is currently in phase two of the MCR, completing background work associated with development of growth scenarios, employment land planning, major transit station area analysis and housing.

Did York Region already hold a MCR previously?

Yes. In May 2014 a MRC was initiated. It was put on hold when draft Provincial Plans (Growth Plan for the Greater Golden Horseshoe, Greenbelt Plan and Oak Ridges Moraine Conservation Plan were released for comment in 2016. In May 2017 with the release of the final Provincial Plans, work planning on the MCR resumed.

How can I as a resident or local business owner participate?

To encourage participation there will be several ways residents can provide feedback. In addition to open houses and community events, technology including online surveys, WebEx sessions, social media and educational videos will make it convenient for the public to stay informed and comment on the MCR.
