Woodbridge Vista Care Community Update



In our continued response to COVID-19, York Region’s number one priority continues to be the health and well-being of our residents, businesses and staff.

A COVID-19 outbreak was declared at Woodbridge Vista Care Community on Thursday, May 7, 2020.

Once the outbreak was declared in this facility, standard outbreak control measures recommended by the Ministry of Health and Public Health Ontario were implemented. Some of these measures include increasing cleaning and disinfecting of equipment and common areas, implementation of additional infection prevention and control precautions by staff, screening residents twice daily for COVID-19 symptoms and keeping ill residents separate from those who are well.   

York Region Public Health has directly supported Woodbridge Vista Care Community on a number of occasions since the outbreak was declared including five visits and follow-ups related to infection prevention and control, enhanced testing of staff and residents and constant communication with representatives of the home. Despite all efforts, COVID-19 cases continued to increase at this facility.

Overnight, following discussions between York Region Paramedic Services, Public Health and the Central West Local Health Integration Network, York Region Paramedic Services and Toronto Paramedic Services transported 18 residents with COVID-19 to local hospitals.

Today, York Region’s Medical Officer of Health, Dr. Karim Kurji, issued an Order to the home. Under section 29.2 of the Health Protection and Promotion Act, Medical Officers of Health have the power to issue Orders to require a public hospital or institution “to take any actions specified in the order of the purpose of monitoring, investigating and responding to outbreak of communicable disease at the hospital or institution.”

The Order includes a number of measures, including requiring the Institution to comply with all directions related to the COVID-19 outbreak as made by Ministry of Health, the Ministry of Long-Term Care, York Region Public Health, William Osler Health System, Public Health Ontario and the Central West Local Health Integrated Network. This Order is effective as of Sunday, May 31, 2020.

This is the first order issued during the COVID-19 response by York Region Public Health and The Regional Municipality of York. These decisions are not made lightly. However, in this particular case it was deemed necessary to protect the health and well-being of Woodbridge Vista Care Community residents, staff and the surrounding community.
