York Regional Council responds to Provincial Regional Governance Review

Resolution supports two-tier municipal government

Newmarket – York Regional Council has passed a resolution supporting the Region’s two-tier government structure as the most effective means to deliver critical infrastructure and services to York Region communities and residents.

“Since 1971, York Regional Council has been dedicated to providing responsible, high-quality and cost effective programs and services to the residents of our community,” said York Region Chairman and CEO Wayne Emmerson. “In passing this resolution, Council endorses York Region’s two-tiered municipal government structure as the best model to serve residents now and in the future.”

On January 15, 2019, the Provincial Government announced a review of Regional governments to ensure they are working efficiently and effectively to provide vital services. The review specifically looks to improve on governance, decision-making and service delivery at the municipal level.

Over the past 48 years, York Regional Council has considered the issue of governance on a number of occasions, mostly with respect to council composition and representation by population. Demonstrating a commitment to responsible government, Council currently consists of 21 members, increasing by just four members since 1971. At the same time, the Region’s population has increased by more than one million people to today’s 1.2 million residents.

“As York Region’s scope of services has expanded, Council has demonstrated a relentless commitment to drive efficiencies and remain accountable to residents,” added Chairman Emmerson. “By building strong partnerships and working collaboratively with our nine cities and towns and senior levels of government, we are able to deliver our programs and services while finding ways to optimize service delivery and reduce costs.”

The Provincial Regional Governance Review included two consultations with elected and appointment council members, municipal and business stakeholders and members of the public who live and work in York Region. The Honourable Steve Clark, Minister of Municipal Affairs and Housing, is expected to report back to the Provincial Government on consultation findings in fall 2019.
