Awards demonstrate the value of stretching infrastructure

Receiving award

In recognition of the good work York Regional Council and York Region are doing to stretch the use and value of existing infrastructure, the following awards were presented to Regional Council at Committee of the Whole on September 12, 2019:

  • Ontario Water Works Association’s Water Efficiency Committee’s 2019 Award of Excellence (Public Sector & Utilities – Programs category)
    • Awarded to Environmental Service for its Industrial, Commercial and Institutional Water Audit and Capacity Buyback Program
  • Canadian Society for Civil Engineering’s Excellence in Innovation in Civil Engineering Award
    • Awarded to Environmental Services in collaboration with the Data Analytics and Visualization Services (DAVS) team from Corporate Services for advancing its understanding of wastewater system response to rainfall through big data analytics and machine learning
These awards demonstrate York Region’s efforts to find solutions for municipalities where growth is constrained and align well with the 2019 Water and Wastewater Capacity Assignment to Support Growth report.

York Region’s Industrial, Commercial and Institutional (ICI) Water Audit and Capacity Buyback Program

York Region has goals to reduce water consumption throughout the Region to allow growth without the need for expensive water infrastructure. Industrial, commercial and institutional (ICI) facilities are typically the largest individual consumers of water in York Region. As such, York Region provides water conservation programs and incentives targeted specifically at this sector, one of which is the ICI Capacity Buyback Incentive Program. The program has saved businesses an average of 30% on their water use, with an average payback period of three years.

Big Data Analytics and Machine Learning for Improved Wastewater System Response Forecasting – A collaborative effort between Environmental Services and Corporate Services (Data Analytics and Visualization Services)

York Region aims to enhance its wastewater system’s resiliency to sustain wastewater services and support growth through the Inflow and Infiltration Reduction Program.

Real-time wastewater flow and rainfall data is collected from across the Region to gain a better understanding of the system. This data is used to predict wastewater system response to rainfall events to help guide municipal work.

In 2018, Environmental Services and the Data, Analytics and Visualization Services team from Corporate Services piloted a project in an effort to seek a better way to model inflow to the sanitary system. Previously staff spent inordinate amounts of time manipulating large volumes of data, whereas the project involves machine learning to emulate modelled inflow projections and present results through interactive dashboards, decreasing staff time from months to hours.

The dashboards ultimately support a proactive approach to mitigating sewer system bottlenecks and potential overflows, thereby reducing time and costs associated with reactive management.
