Doubly innovative – York Region roads awarded

York Region staff receiving award

March 6, 2018: York Region was recognized for innovation at the Ontario Good Roads Association conference on February 27, 2018, stepping up to the platform and sharing award-winning practices across the province.

Receiving two awards for innovation and better practices is special. It’s extraordinary when the impact reaches beyond the Region to benefit other municipalities in Ontario. The John Niedra Better Practices Awards are presented each year, celebrating creativity and innovation in management, equipment innovation or service delivery, and sharing innovations in the municipal world.

At the ceremony, York Region was awarded for being the first in Canada to use traffic signal technology to improve winter operations. The second award was presented for a toolkit that defines 1,800 tasks and activities for successful management of major road expansion projects.

To make winter operations more efficient and improve traffic flow, York Region’s Roads and Traffic Operations Branch is using traffic signal preemption technology. Similar to an emergency vehicle travelling through the intersection, traffic signals are held green until snow plow operations have cleared. This technology is clearing the rapidway in about half the time, keeping transit on schedule, preventing travel delays, enhancing safety and improving service levels. It’s also helping the environment by saving fuel and reducing emissions.

The Project Management Office and Capital Planning and Delivery collaborated on road expansion planning, environmental assessments, design and construction. Teams of staff shared their knowledge to build project charters, procedures and tools and templates for forecasting and monitoring.  Two toolkits are now in place, documenting systematic approaches for efficiency and consistency for minor and major projects.

The Region is proud to accept these awards and to help drive OGRA’s direction to create better solutions for tomorrow.
