Funding for Child Care Operators

York Region offers funding to child care operators through a Child Care Services Agreement. Child care operators who enter into an agreement with York Region can receive funding in the form of:

Child Care Fee Subsidy

Parents who receive child care fee subsidy can only send their children to approved child care centre-based and home-based programs. In order to be included in the EarlyYears Program Finder as a licensed child care program offering child care fee subsidy, child care operators need to enter into a Child Care Services Agreement with York Region.

The number of children receiving fee subsidy that are placed in a child care program can change yearly because the parent, not the Region, chooses the child care program.

Enhanced Funding for Children with Exceptional Needs

Enhanced funding allows licensed child care operators to hire additional staff to support all children in the program, including children with exceptional needs. Children who have exceptional or special needs may:

  • Depend on adults for instruction and care due to safety, mobility or health concerns
  • Require extra attention from adults due to safety concerns that they may hurt themselves or others
  • Require extra support when there is a combination of children in a group with social-emotional behavioural special needs and/or present safety, mobility or health concerns

Enhanced funding is available for children whose parents are either employed or engaged in an educational or training program or have an exceptional circumstance supported by a physician or community agency. Enhanced Funding is a time-limited support that needs to be renewed every six months. Staff hired with enhanced funding need to complete Accessibility for Ontarians with Disabilities Act (AODA) training.

Repairs and Maintenance Funding

Funding is available to child care operators for issues that have been identified as a deficiency by Ministry of Education, York Region Public Health or a third party playground inspector. The 2019 application is due by October 31, 2019.

Subsidy for Staff Salaries

Staff salary grants allow child care operators to increase staff salaries in an effort to bridge the wage gap between Registered Early Childhood Educators working in the publicly-funded education system and those in the licensed child care sector. Child care operators are responsible for distributing the funding to their staff.

There are two types of subsidies for staff salaries:

  • Wage Enhancement Funding
  • General Operating Grant

Wage Enhancement Funding

Wage enhancement funding helps close the wage gap between Registered Early Childhood Educators (RECEs) working for the school board in full-day kindergarten programs and RECEs/other child care program staff working in licensed child care settings. Wage enhancement funding is an annual initiative and operators are required to apply annually.

2019 Applications

The application period for the 2019 Wage Enhancement Funding and the Home Child Care Enhancement Grant is June 28, 2019 to July 31, 2019. If you are a newly licensed child care operator and wish to apply for Wage Enhancement Funding, please contact Candice Trotter at candice.trotter@york.ca.

General Operating Grant

General Operating Grant Funding is intended to support the costs of operating licensed child care programs in order to:

  • Increase salaries and wages of child care workers to enhance staff stability
  • Increase payments made to private‐home day care providers
  • Make child care more affordable for parents
  • Stabilize or reduce fees for services for all families
  • Improve access to high quality, affordable early learning and child care services for children and families

Licensed Home Child Care Base Funding

Base funding is intended to support the provision of stable, predictable funding to assist agencies with forecasting, planning and actively recruiting more providers. The purpose of the funding is to increase compensation for providers and/or reduce or stabilize fees for parents.

Public Inquiries

The Regional Municipality of York is required, under provincial guidelines, to provide a process in order to manage public inquiries related to the Wage Enhancement Funding initiative. The Inquiry Form below is to be completed for more significant inquiries related to the following areas:

  1. Distribution of Wage Enhancement or General Operating Grant funding to child care staff
  2. Reporting the misuse of Wage Enhancement or General Operating Grant funding
  3. Distribution of Licensed Home Child Care Base Funding

Individuals wishing to report an issue in one of these areas must complete the Inquiry Form and submit it to:

Child Care Services Agreement

Please complete the Funding Request form to apply for a new agreement or submit an amendment or termination request of an existing agreement.

Eligibility

In order to apply for a Child Care Services Agreement, child care operators must:

  • Hold a clear licence from the Ministry of Education to provide child care services
  • Be located in York Region
  • Meet Regional screening criteria (including insurance)

Audit Requirements

All child care operators receiving regional funding are required to submit financial statements annually, within 120 days of the operator’s year end.  For more information, read the following:
