Project Background

Environmental Assessment Studies A and B

The Regional Municipality of York is undertaking two transportation Environmental Assessment Studies (EA Studies) for 16th Avenue. “Study A” is between Yonge Street and Woodbine Avenue in the Town of Richmond Hill and the City of Markham and “Study B” is between Woodbine Avenue and York/Durham Line in the City of Markham.

The two EA Studies will identify possible improvements to 16th Avenue to accommodate the current and future transportation needs of pedestrians, cyclists, transit users and motorists along this corridor.


Environmental Study Report for “Study B”

The Regional Municipality of York has completed an Environmental Assessment (EA) Study for improvements to 16th Avenue to accommodate the current and future transportation needs of pedestrians, cyclists, transit users and motorists. The study, referred to as “Study B,” is located in the City of Markham from Woodbine Avenue to York/Durham Line.

The EA Study for “Study A,” which extends from Yonge Street to Woodbine Avenue, was completed in 2018. The Environmental Study Report for “Study A” can be viewed below “Study B”.

The recommendations identified in the 16th Avenue EA for “Study B” include:

  • Widening to six lanes from Woodbine Avenue to McCowan Road to accommodate transit and high occupancy vehicle (HOV) lanes
  • Adding continuous cycling and pedestrian facilities and streetscaping from Woodbine Avenue to Donald Cousens Parkway
  • Constructing paved shoulders from Donald Cousens Parkway to York/Durham Line
York Region has prepared an Environmental Study Report (ESR) documenting the study process, consultation efforts and recommended plan. This Notice of Completion places the ESR on public record for public review, starting December 19, 2019.

Environmental Study Report for “Study A”

The Regional Municipality of York completed a Schedule ‘C’ Class Environmental Assessment (Class EA) Study for improvements to 16th Avenue to accommodate the current and future transportation needs of pedestrians, cyclists, transit users and motorists. The study, referred to as “Study A,” is located in the Town of Richmond Hill and City of Markham from Yonge Street to Woodbine Avenue.

The second ongoing EA for 16th Avenue, referred to as “Study B,” extends from Woodbine Avenue to York/Durham Line. A separate Environmental Study Report will be made available for this at a later date.

The recommendations identified in the Class EA study for “Study A” include widening 16th Avenue from four to six lanes to accommodate transit and high occupancy vehicle (HOV) lanes, adding continuous cycling and pedestrian facilities, and streetscaping.

York Region has prepared an Environmental Study Report (ESR) for “Study A” documenting the study process, consultation efforts and recommended plan. Please note that the public commenting period for the “Study A” ESR ended on January 27, 2019; however, it can still be viewed below. The ESR for “Study B” will be made available for public review in 2019.
