Red Cedar/Cedar Avenue EA

The Regional Municipality of York is conducting a Schedule 'B' Municipal Class Environmental Assessment (EA) Study for the extension of Red Cedar/Cedar Avenue from Langstaff Road East to High Tech Road in the City of Richmond Hill and City of Markham. Through the EA Study, York Region will review improvements for pedestrians, cyclists, transit users and motorists.

York Region’s 2016 Transportation Master Plan Update identified a new road linking the Langstaff Gateway and Richmond Hill Centre communities by connecting Red Cedar Avenue to Cedar Avenue to support the planned growth in these areas.

Langstaff Gateway is a proposed development area bounded by Langstaff Road East to the north, Holy Cross Cemetery to the south, Bayview Avenue to the east and Yonge Street to the west.

Richmond Hill Centre is a proposed development area bounded by Bantry Avenue to the north, Garden Avenue to the South, Red Maple Road to the east and Yonge Street to the west.

The proposed roadway link will be from Cedar Avenue (in the City of Markham) to Red Cedar Avenue (in the City of Richmond Hill). 

When Highway 407 was built, structures were built under Highway 7 and Highway 407 ETR in support of a proposed roadway. The proposed roadway (Red Cedar/Cedar Avenue) is anticipated to be extended under Highway 7 and Highway 407 ETR through the existing structures but will not provide direct access to either of these roads.


Environmental Study Report

The Regional Municipality of York (York Region) has completed a Schedule ‘C’ Municipal Class Environmental Assessment (EA) Study for the extension of Red Cedar/Cedar Avenue from Langstaff Road East to High Tech Road in the City of Richmond Hill and the City of Markham. The study builds upon York Region’s 2016 Transportation Master Plan Update, which identified a new road linking the Langstaff Gateway and Richmond Hill Centre communities by connecting Red Cedar Avenue to Cedar Avenue to support the planned growth in these areas.

The Red Cedar/Cedar Avenue EA study recommends the following improvements to address the current and future transportation needs of pedestrians, cyclists, transit users and motorists:

  • Connecting Red Cedar / Cedar Avenue with a two-lane road (one lane in each direction) and a centre turn lane
  • Constructing off-road cycle tracks on both sides of the street
  • Constructing sidewalks on both sides of the street
  • Installing traffic signals at Langstaff Road East and High Tech Road
  • Incorporating streetscaping

York Region has prepared an Environmental Study Report (ESR) documenting the study process, consultation efforts and recommended plan. This Notice of Completion places the ESR on public record for a 45-day public review period beginning Wednesday, September 9, 2020.
