Finance Graduate Program

Are you a High Performing Graduate Interested in Municipal Finance?

Start your career in York Region’s Accelerated Advancement Program for Analysts (Triple A) graduate program where you can work on innovative public sector finance for a Regional municipality.

The Triple A program invests in talented and dedicated new graduates from a Master’s Program who are looking for the opportunity to start and accelerate their careers at the local level of government. This program provides invaluable experience to explore a variety of career opportunities in municipal finance.



What is the Triple A program?

The Triple A program is a paid, two-year entry-level program for aspiring public service professionals. As a program participant, associate analysts join a variety of branches/units in the Finance Department for a rotation term. These rotations provide the opportunity to obtain diversified experience in public sector finance. Triple A participants contribute to the policy development and analysis process, project management activities, and the delivery of departmental programs and services.

Program participants will receive

  • A two-year opportunity work with experienced professionals who are leaders in their respective fields; this is extended to 30 months for participants in our CPA Ontario-accredited Pre-Approved Program Route
  • Competitive salary and benefits

  • Mentorship with professionals in your chosen stream (accounting, economics or public policy)

Participants are supported by a wide network of peers, supervisors, managers, coaches, buddies, and mentors to guide and enrich professional and personal growth.

  • Active involvement with departmental events
  • Active involvement with corporate programs, including the GenNext Cabinet & TROY Toastmasters

Qualifying for the program

To qualify for the Triple A Program, you must be a recent graduate, having graduated within the last two years from any Master’s program.

  • Background and/or courses in economics and statistical/quantitative methods
  • A proven academic performer
  • Clear demonstration of community involvement and leadership
  • Strong communication, analysis and research, and interpersonal skills
  • Strong work ethic
  • Team player

Program Areas

The Triple A program features rotational placements for a period of four to eight months in different areas of the Finance Department:

Office of the Budget

Provides professional advice to senior management and York Regional Council regarding budgets, strategic planning, business planning, budgets, financial control and other corporate financial matters. Office of the Budget leads the annual Business Plan and Budget for York Region on behalf of senior management and York Regional Council.

Controllership Office

Provides financial support services to the Corporation and ensures the integrity of the Region’s financial systems, processes and data. Controllership Office provides services to internal departments in responding to reporting requirements and processing financial information, ensuring transactions are processed in a timely manner and are in compliance with provincial and federal legislation.

Treasury Office

Invests the Corporation’s surplus funds and acquires, when necessary, appropriate cost-effective external financing and manages the Corporation’s financial underwriting and banking relationships. Treasury Office analyzes and makes policy recommendations with respect to the Corporation’s reserves and Development Charge Bylaw.

Information Technology Services

Manages the planning, delivery and support of information technology for almost 4,500 employees, 300 applications and more than 11,000 computers and mobile devices.

Procurement Office

Centralizes purchasing and disposal activities within York Region, obtaining goods and services which meet quality requirements of a specific quantity, with on time delivery at the specified location, from suppliers who are reliable and will meet their commitments.

Strategy and Transformation

Strengthens the organizational capacity of the Finance Department through business planning, budgeting, workforce planning, and workforce development functions; drives transformation in transaction-focused financial and business services, including payroll, revenue operations, and office services.

York Region's Finance Department

York Region’s Finance Department is central to the corporation’s operations, responsible for leading the Region’s financial management policies and activities. It provides policy, analysis and operational services to the Region through diverse lines of business which also includes procurement and information technology services. The department’s work is accomplished through six operational branches and one coordinating executive office.

  • In 2016, our 10-year $6.1 billion Capital Budget is the largest in the 905 region surrounding Toronto.
  • Our department manages current reserves of $2.4 billion that will grow to $4.5 billion over the next 10 years, based on a 2018 budget forecast
  • Our Information Technology team supports the integration of technology systems and resources that enable delivery of Regional programs and services.
