The Broadband Strategy Advisory Task Force meeting was called to order at 9:05 a.m. on June 1, 2016.

The Broadband Strategy Advisory Task Force received a recap, provided by Dino Basso, Commissioner of Corporate Services, of the past four meetings and an overview of the agenda items for this meeting.

2. Recent CRTC Rulings – Issues and Potential Outcomes

 

The Task Force recommends receipt of the presentation by Keith Ponton, Senior Systems Consultant, IBI Group regarding “Recent CRTC Rulings – Issues and Potential Outcomes”.

 

3. York Region Telecom Policy Update

 

The Task Force recommends receipt of the presentation by Lew Sears, Managing Partner and Kevin Hickey, Partner, CommSiteWorks Inc. regarding “York Region Telecom Policy Update”.

 

4. Municipal Broadband Initiatives

 

1. The Task Force recommends receipt of the presentation by Geoff Hogan, Information Technology Director, Grey County and Project Lead, SWIFT regarding “SouthWestern Integrated Fibre Technology (SWIFT)”.

2. The Task Force recommends receipt of the presentation by Jim Pine, Chief Administrative Officer, Hastings County and Co-Lead and Lisa Severson, Communications/Stakeholder Relations Officer, EORN regarding “Eastern Ontario Regional Network (EORN)”.

 

5. Leveraging Emerging Technologies for the Benefit of Canadians

 

The Task Force recommends receipt of the presentation by Pat Horgan, Vice President, Manufacturing, Development and Operations, IBM Canada regarding “Leveraging Emerging Technologies for the Benefit of Canadians”.

6. SBA Canada’s Infrastructure Deployment Plans for York Region

 

The Task Force recommends receipt of the deputation by Ed Hachey, Vice President, Canada, SBA Communications Inc.

7. York Region’s Input on CRTC 2015-134: Review of Basic Telecommunications Services

 

The Task Force recommends receipt of the communication from Wayne Emmerson, Chairman and Chief Executive Officer, York Region, dated May 13, 2016 to the Federation of Canadian Municipalities regarding “York Region’s Input on CRTC 2015-134: Review of Basic Telecommunications Services”.

 

Next Steps

 

8. Dates and Topics for Future Meetings

 

The Task Force received an update from Dino Basso, Director of Corporate Services, highlighting the following:

1. Additional Task Force meetings will be scheduled late in the third quarter and/or early fourth quarter of 2016.

2. Two staff reports will be presented for consideration at the June 16, 2016 Committee of the Whole meeting regarding:

1. York Telecom Network Governance Review

2. York Region Broadband Strategy Annual Update

3. The updated York Telecom Network Policy will be presented to the Task Force before going forward to Committee of the Whole in the fall of 2016.

4. The second Broadband Summit is scheduled on October 28, 2016, again in conjunction with the TAVES Consumer Electronics Show.

5. Mayor Van Bynen and regional staff continue to participate in the provincial Premier’s summits and the working groups.

6. Staff is closely monitoring various anticipated federal funding announcements.

 

9. Other Business

 

The Task Force requested information and a review of the implications of Block Chain Technology with respect to municipalities, which is being addressed at the World Future Cities Summit in Toronto on June 9-10, 2016.

The Task Force thanked the Newmarket Chamber of Commerce for sponsoring a resolution at the Ontario Chamber of Commerce that emphasized the importance of broadband, broadband strategy and access to affordable, scalable, reliable broadband. 

 

The Broadband Strategy Advisory Task Force meeting adjourned at 11:44 a.m.
