The Committee of the Whole meeting was called to order at 9 a.m. on June 7, 2018 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman
1. Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

2. Mackenzie Health Update
Committee of the Whole recommends receipt of the presentation by Altaf Stationwala, President and Chief Executive Officer, Mackenzie Health regarding an update on the progress of the planning and construction of Mackenzie Vaughan Hospital, as well as on ongoing initiatives to improve the health care experience at the Mackenzie Richmond Hill Hospital.

Other Business
23. Passing of former York Region Chairman and York Region CAO Bob Forhan
The Committee honoured the life and legacy of Bob Forhan, former Regional Chair and former Chief Administrative Officer of York Region.
Regional Chair Emmerson praised Mr. Forhan’s contributions to the York Region community. Beginning with his time as Mayor of Newmarket in the early 1970s, proceeding as Regional Chair for six years beginning in 1978, and serving as the Region’s Chief Administrative Officer from 1984 to 1995, Mr. Forhan’s leadership helped York Region successfully navigate a period of significant growth and change.
On behalf of Council, Regional Chair Emmerson offered sincere condolences and sympathies to Mr. Forhan’s family, friends and colleagues.
Members of Council and all those present in the Council Chamber stood in a moment of silence in honour of Mr. Forhan.
24. Bill Hughes, Commissioner of Finance and Regional Treasurer
Regional Chair Emmerson recognized the upcoming retirement of Bill Hughes, Commissioner of Finance and Regional Treasurer. He commended Mr. Hughes for being a great leader and for bringing finance to a new level at York Region.
Mayor Barrow praised Mr. Hughes for his ability to present complicated issues in a way that brings easy understanding. He thanked Mr. Hughes for his wise financial solutions and for leaving York Region in a better financial position.
Bruce Macgregor, Chief Administrative Officer, acknowledged Mr. Hughes strength and contributions to the Senior Management Team.
Mr. Hughes indicated that it has been an honour and a privilege to work with the high-calibre staff and forward-thinking Council at York Region.
Private Session
Committee of the Whole resolved into private session at 1:11 p.m. to consider the following:

Committee of the Whole resumed in public session at 1:13 p.m. and reported the following:
