The Committee of the Whole meeting was called to order at 9:00 a.m. on September 7, 2017 with Regional Chair Emmerson in the chair.

1. Opening Remarks from Regional Chairman

 

Regional Chair Emmerson made the following remarks:

I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.

2. Township of Ramara – Appeal to Lake Simcoe Region Conservation Authority

 

a) Receipt of the communication from Mike Walters, Chief Administrative Officer, Lake Simcoe Region Conservation Authority dated June 29, 2017 regarding “Township of Ramara — Appeal of Lake Simcoe Region Conservation Authority Levy Apportionment.”

b) Receipt of the communication from Trish Barnett, Coordinator, Lake Simcoe Region Conservation Authority dated July 6, 2017 regarding “Additional Information Regarding the Township of Ramara's Appeal to the Lake Simcoe Region Conservation Authority” and adoption of the following recommendation contained therein:

“Whereas the Lake Simcoe Region Conservation Authority (LSRCA) has advised its member municipalities that the Township of Ramara has advised that it no longer wishes to be an LSRCA member, and that it is appealing the 2017 LSRCA levy apportionment to the Ontario Mining and Lands Commissioner; and,

Whereas it is LSRCA’s position that the Township of Ramara be held accountable for its fair and equitable share towards the provincially mandated programs being delivered by LSRCA;

 Therefore be it resolved that York Region is in full support of the Lake Simcoe Region Conservation Authority in its quest to hold the Township of Ramara accountable for its fair and equitable share towards the provincially mandated programs being delivered by LSRCA.”

c) Receipt of the communication from Samantha Kong, Council Coordinator, Town of Whitchurch-Stouffville dated July 25, 2017 regarding “Town of Whitchurch-Stouffville Council Resolution —  Township of Ramara's Appeal to Lake Simcoe Region Conservation Authority.”

37. York Regional Police Services Board

 

Regional Chair Emmerson recognized Mayor Scarpitti for his ten years of service on the York Regional Police Services Board during which time he served five years as Chair.  It was indicated that Mayor Bevilacqua will be replacing Mayor Scarpitti on the York Regional Police Services Board as of October 2017.  

 

38. Election of the Regional Chair

 

Regional Chair Emmerson advised that he may bring forward a motion in October 2017 regarding the election of the Regional Chair.
