The Committee of the Whole meeting was called to order at 9 a.m. on January 18, 2018 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman

 

1. Regional Chair Emmerson made the following remarks:

 

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

 

Development Charge Complaint Hearing

2. 820 Lagoon Drive, Town of Georgina

 

Pursuant to Section 20 of the Development Charges Act, 1997, the Regional Committee of the Whole held a hearing to consider a complaint regarding development charges payable by Alan Erwood at 820 Lagoon Drive, Town of Georgina. 

 

Committee of the Whole recommends:

1. Receipt of the presentation by Bola Ogunmefun, Associate Counsel, Legal Services.

2. Receipt of the deputation by Gord Mahoney, Senior Planner, Michael Smith Planning Consultants; Development Coordinators Ltd., representing Alan Erwood – Peter Erwood as attorney.

3. Receipt of the report dated December 22, 2017 from the Commissioner of Finance.

4. Council authorize staff to defend the dismissal of the Development Charge Complaint at the Ontario Municipal Board (which will be replaced by Local Planning Appeal Tribunal when the Building Better Communities and Conserving Watersheds Act, 2017 comes into force) should the Complainant appeal Council’s decision.

Regional Chair Emmerson announced that Toronto Region has made the shortlist for Amazon Headquarters 2 (HQ2).

 

Committee recessed at 12:20 p.m. and reconvened at 1:02 p.m. with all members present except Mayors Barrow and Bevilacqua and Regional Councillors Ferri, Jones, Li, Rosati, Singh and Taylor.
